Rural Health Clinic Manager Job at CLARKE COUNTY HOSPITAL
This position is located at Clarke County Hospital, in Osceola, Iowa.
The Clinic Manager is responsible for the operational performance & compliance of Clarke County Hospital’s Rural Health Clinic, including both primary and specialty care services provided within the designated RHC. Manager directs & monitors the activities of all operational components, including staffing, payroll, budget, patient experience, Standards of Behavior of staff to ensure the patients of the clinic are receiving timely access to care & quality services in a manner that leads to positive outcomes for the patients. Manager will support & work with other hospital department entities to provide efficient, effective service to our patients.
Essential Job Duties:
Leadership
- Provide leadership within the CCH Rural Health Clinic in order to ensure effective, efficient patient centered operations, exceptional patient experience, optimizing access to care and continually improving quality of care.
- Leader others by communicating positive reasons for change and opportunities while resolving problems and overcoming obstacles.
- Actively participates in a patient centered, team oriented decision-making process. Identifies, addresses, resolves and responds to issues through cooperation and teamwork with other departments. Serves with a positive attitude and is a team player within the hospital, willing to be flexible and open to others ideas.
- Follow hospital protocols and policies in decision making. Demonstrates critical thinking skills in problem identification, planning and resolution.
- Balance team and individual responsibilities; be open and objective to other’s views; give and welcome feedback; contribute to positive team goals; and put the success of the team above own interests.
- Maintains an open, honest, collaborative relationship with Administrative team, CCH leadership team, direct reports, employees and Medical Staff.
- Actively participates in Leadership Team meetings and committees. Completes Leadership Team responsibilities and “Must Haves’ in a timely and accurate manner.
- Take the leadership role in times of disaster to secure the safety of staff, patients, visitors, the facility and protected health information when possible.
Daily Operations
- Oversee of the day-to-day operations of the RHC, including the coordination of clinic operations, establishment of work schedules, review of staffing needs and the supervision and training of staff in Standards of Behavior and patient experience initiatives.
- Possess in–depth knowledge of and provide operational support for tasks and job functions performed in areas of responsibility, including protocols, processes, policies, and procedures.
- Perform other duties as requested by the hospitals Administrative team to facilitate the smooth and effective operations of the office.
- Responsible for financial operations of the RHC including efficient and effective use of staff, timely and accurate preparation of biweekly payroll, oversight of equipment and supply acquisition and payment approval, and ensures accurate charge capture of services provided within RHC.
- Budget preparation and participate in annual budgeting process development.
- Review monthly financial statements.
- Problem solves staffing, patient, family, provider and equipment issues..
Quality Initiatives
- Leads quality monitoring and quality improvement initiatives
- Completes monthly QI Monitoring
- Evaluates outcomes and data in order to continuously improve processes, procedures, and systems.
- Demonstrates initiative to improve quality care, processes and customer service by striving to exceed customer expectations.
- Demonstrates the knowledge that patient and workplace safety is a priority by preventing errors, accidents and infections and reporting potential or actual concerns immediately
- Supports and abides by all hospital departmental and safety policies and procedures.
Patient Experience & Employee Engagement
- Establish effective mechanisms of communication with staff, providers and patients to foster an environment of openness, trust, team work and staff development. Communicates effectively with staff regarding expectations and performance.
- Responsible for the interview and hiring process in coordination with CCH’s Human Resources Department.
- Evaluate, coaches and disciplines staff performance as needed. Monitors compliance with hospital policies, protocols, Standards of Behavior for continuity of patient care and good clinical practice.
- Demonstrates continued improvement in department specific patient experience surveys, employee engagement surveys, and quality improvement activities
- Leads, implements, monitors and evaluates patient experience initiatives and best practices including: leader to leader rounding, staff rounding, patient rounding, AIDET observations, patient service recovery, etc.
Compliance
- Maintain compliance with CLIA, OSHA, Safety and Risk Management guidelines.
- Ensures proper policies, procedures, and documentation to comply with Medicare and Medicaid conditions of certification and participation.
- Implements policies and procedures to be in compliance with Medicare and Medicaid billing rules and other payor requirements including prior authorizations and medical necessity.
- Maintain regular and consistent attendance at work.
- Maintain compliance with Personnel policies and procedures.
- Monitor all environmental conditions in order to secure protected health information.
- Behave in a manner consistent with all Corporate Compliance and HIPAA policies and procedures.
- Demonstrates working knowledge of potential safety, compliance, legal and liability issues.
QUALIFICATIONS:
- Bachelor’s Degree required OR a combination of education and experience.
- Business and/or health care management degree preferred.
- Preferred Master’s degree in business or health care management.
- 2-3 years of leadership experience
- Clinical operations experience preferred.
- Preferred experience in personnel management, facility management, financial management, budgeting and computers are preferred. Preferred knowledge and experience with process improvement.
- Valid driver’s license when driving any vehicle for work-related reasons.
- BLS and Mandatory Reporter certification.
- Strong interpersonal skills.

- Strong supervisory and leadership skills.
- Strong verbal and written communication skills.
- Ability to take initiative and exercise independent judgment, decision-making and problem-solving expertise.
- Knowledge of personnel administration and patient relation principles.
