General Summary: Brillient Corporation is seeking an experienced Research Analyst to join it's Team supporting a federal contract. This role will assist the government client in analysis and processing of clinical documents in response to Freedom of Information Act (FOIA) requests in accordance with FOIA and government regulations, so prior experience with review of clinical data sets is preferred.

Essential Job Functions:

  • Review of clinical files and providing FOIA services to address an approximate volume of at least 55,000 pages every 30 days and at least 500,000 in total (pages not inclusive of data files (SAS) which are unable to be paginated (40 rows equals 1 page, thusly, the data files to convert is about 700,000 pages).
  • Coordinating searches for responsive documents.
  • Applying appropriate exemptions to non-disclosable information within responsive documents.
  • Preparing records for release, including the redaction of materials to be withheld, and duplicating materials, as necessary.

Tasks include:

  • Disclosure Review
  • Redaction of Records
  • Communication and Reporting, to include, but not limited to keeping division management informed of the nature of all sensitive requests

Providing weekly progress reports

Education Requirement: Bachelor’s Degree in Chemistry or other scientific related degree

Experience Requirement: Minimum of four (4) years specialized experience. (Master's degree and 2 years)

Other Requirement(s): This position requires U.S. Citizenship or a Green Card holder and the ability to obtain and maintain a Government public trust level security clearance. For a candidate that is a Green Card holder, they must have lived in the United States for at least three out of the past five years prior to your application date. You will also meet the residency qualifications if you lived abroad while on government or military duty or if you were a dependent of a federal employee of military member.

Performance Requirements:

Excellent verbal and written communication skills.

Experience with clinical data sets

Excellent interpersonal and customer service skills.

Proficient in Microsoft Office Suite (Word, Outlook, Excel, Access, Project, and PowerPoint)

Proficient in Adobe 10.

Excellent organizational skills and attention to detail.

Ability to work independently.

Familiarity with and knowledge of FOIA statutory requirements.

Preferred Skills:

  • Experience recognizing and segregating various types of non-disclosable information contained within a wide range of agency records.
  • Preferred experience applying FOIA exemption codes to responsive records
  • Ability to prepare legally defensible proposals to withhold and/or deny agency records in whole or in part for submission to agency offices for final review.

Equipment Operated: Standard office equipment including computers, fax machines, copiers, printers, telephones, etc.

Work Environment: Work performed in an office environment. Involves frequent contact with staff and customers.

Mental/Physical Requirements: Manual dexterity for office machine operation; stooping, bending to handle files and supplies, mobility to complete errands or deliveries. Must be able to remain in stationary position for extended periods of time. Stress can be triggered by multiple demands and deadlines.
