Position Summary & Scope

Job Summary:
The Recreation Program Supervisor is responsible for the oversight and supervision of the City’s recreation programs and recreation facility operations as they align with the current position opening. This position works in conformance with requirements established by the Department along with established City policy and procedures.

The Recreation Program Supervisor develops, implements, and supervises programs to ensure the recreation needs of Roseville residents are being met with high quality programs, events, and services that promote community wellness.


Specifically, the Recreation Program Supervisor for Nature Center Programs is responsible for managing the Harriet Alexander Nature Center including the day-to-day operations and provides the community with educational programming and outdoor recreation opportunities. The position oversees several special events, including the summer entertainment series and performs other duties as assigned by the Recreation Superintendent. The Recreation Supervisor has an active role in developing services to meet the city’s Strategic Racial Equity Action Plan goals.


Scope of Responsibility:
The Recreation Supervisor works independently, with limited supervision and direction, reporting to the Parks and Recreation Superintendent. Recreation Program Supervisors are directly responsible for recreation experiences involving adult activities, youth programs, enrichment programs, arts and wellness. The position will have a specific area of emphasis, supervise numerous seasonal employees, manage contractors and assists with the preparation and management of marketing and budgeting. Considerable knowledge of prescribed recreation standards and procedures requiring analysis, application of established business principles, and sound judgment is required. The Recreation Program Supervisor frequently interacts within the organization and community to present information, gather input and feedback, provide explanations or responses, performs advanced troubleshooting or analysis using judgment to select from multiple known alternatives, and occasionally negotiates basic agreements. Communication in person, on the phone and across the internet requires the highest degree of tact, courtesy, and sound judgment that is necessary to serve the public. Relationships and successes affecting key customers and vendors are formed or affected by this position.

The Recreation Program Supervisor will develop, recommend, and manage programs, strategies, standards, and procedures consistent with organizational priorities. This position sets precedent within limits and administers operating rules and procedures under management guidance which have a moderate financial impact. The Recreation Program Supervisor applies expertise, methodology, and techniques involved in recreation programing and facility management. This position provides daily analytical and tactical support for the division and is responsible for a wide range of duties that need to be performed completely with attention to detail and in a timely fashion.

Essential Duties & Responsibilities

OPERATIONS:
  • Oversee and coordinate day-to-day operations of Harriet Alexander Nature Center including interpretive and interactive displays, guest services, facility management, programming and events, and staff scheduling.
  • Implement recreation programs and activities for the City of Roseville that provide for constructive use of leisure time, opportunities for social interaction, and physical and cognitive development.
  • Work cooperatively with recreation team, across department units and with city staff to provide optimal wellness and recreation opportunities.
  • Coordinate services and opportunities internally within City schedules and externally considering activities offered by School District, County, and other agencies, to provide recreation programs and experiences to residents and guests for maximum participation.

SUPERVISION:
  • Recruit, train, schedule, and supervise seasonal, contracted staff, and volunteers to conduct programs and special events in an effective manner to achieve program objectives.

BUDGET/FINANCIAL:
  • Develop and submit budgets for Harriet Alexander Nature Center, programs and special events.
  • Administer approved budgets accordingly.
  • Provide timely budget analysis and projections.

PLANNING/ANALYSIS/RECORDKEEPING:
  • Evaluate all aspects of assigned programs to assure they are functioning and achieving goals as projected.
  • Monitor program specific facilities for safety considerations, aesthetics and general maintenance.
  • Keep necessary program and facilities records. Develop and track performance metrics that measure efficacy of programs and services.

COMMUNICATION:
  • Promote and market recreation programs, events, facilities and services using a variety of communication tools.
  • Maintain an online presence using website, social media and other current technologies for sharing information, maximizing marketing opportunities and maintaining ongoing and timely communication.
  • Develops promotion plans for activities. Provide program information for seasonal Parks and Recreation Brochure.
  • Keep Recreation Superintendent informed of important developments within assigned areas of responsibility.
  • Act as staff liaison and advisor to community groups.

Perform other duties and assume other responsibilities as assigned or apparent.

  • Knowledge of:
  • Environmental education, Nature Center programming, Nature Center facility management planning and operating systems.
  • Outdoor recreation and special event programming, which include the Summer Entertainment Series
  • Budgeting and program finance procedures
  • Computer software applications, web based registration and reservation systems
  • Supervisory techniques
  • Must be capable of working independently and to coordinate projects, deadlines, and work well with diverse groups.
  • Ability to align programs, facilities and communication with departmental mission, vision and values.
  • Able to manage multiple tasks including ability to plan, prioritize, delegate and direct duties of staff.

  • Proficiency in MS Office Suite including Word, Excel and PowerPoint with internet or web skills.

  • Experience or skills that will be beneficial in programming for diverse populations and developing programs targeted toward historically underrepresented populations.

Minimum job requirements are a four-year degree in a related area or equivalent and at least 2 years of related experience, or equivalent. The Recreation Supervisor must have the ability to provide the leadership necessary to develop and implement sound programs; as well as the ability to plan, delegate, and direct the work of seasonal, contracted and volunteer recreation personnel.

Work schedule and location within Roseville varies to include some evenings and weekends for program management or scheduled events. Travel within the City or region to attend meetings is likely to occur occasionally which will require use of a personal vehicle.
