This position is a full-time, permanent, classified position which is represented by a union.
The
Oregon Health Authority (OHA), Public Health Division (PHD), Center for Health Statistics (CHS)
section in Portland, Oregon is recruiting for a Public Service Representative 3 to provide customer service by processing orders for vital records for walk-in customers and funeral homes. Prepare billing reports for the purchase of vital records by funeral homes and federal and state agencies. Provide back up for unit as needed.

What will you do?
As a Public Service Representative 3, you will perform the following duties:
As a Public Service Representative 3, you will perform the following duties:
- Shares responsibility for accepting, screening, and processing an average of 200-250 orders from walk-in customers per day.
- Verifies that the person ordering is legally eligible to do so. Screens for discrepancies that would reveal fraud, and places flags on the record for fraud, for fees owed from previous orders, for matching death records (on birth orders), and for records for which an amendment is in process.
- Queries orders for missing or wrong information; clarifying information with customers.
- Locates and creates certified copies using computers, paper indexes, microfiche, and reader printers. Uses filing and retrieval system from 1903 to the present, including multiple indexes on paper, computer and microfiche, as well as multiple locations, especially for older records.
- Releases record to customer, checking ID documents and asking additional screening questions as needed before releasing the record or providing any information about record data.

What are we looking for?
Minimum Requirements
Two (2) years of experience in customer service. One year of which must have included explanation of rules, regulations, and policies and responsibility for dealing with unique or unusual situations.
Requested Skills
- Ability to organize a high volume of work and efficiently complete tasks that require accuracy and attention to detail.
- Experience reviewing and approving applications or documents for completeness.
- Ability to verbally explain specific laws and policies that pertain to Vital records.
- Ability to help customers solve ordering problems, while also being meticulous in following policies and procedures so that the confidentiality of records is maintained.
- Ability to deal with the general public and personnel from different agencies or businesses in a diplomatic, friendly and professional manner.
- Ability to work in a high production environment.
- Minimum typing speed of 65 wpm with a high degree of accuracy.
- Ability for provide high level of customer service expertise.
- Ability to deal with frustrated or irritated customers, shows patience, tact and courtesy.
- When challenged about the office laws, policies or procedures, ability to explain reasons for requirements, or if necessary, refers customer to manager.
- Technology skills set to keep all data secure whether working onsite or remotely.
