Overview:
Seeking a Master Scheduler for a U.S. Army client to support integrated master scheduling activities related to developing a U.S. Army force management information system. The Master Scheduler is responsible for establishing and maintaining the master schedule for multiple concurrent software projects and IT service initiatives, an Other Transaction Authority (OTA) acquisition, including system acquisition, development, testing, and assessment and authorization (A&A) schedules. The work location is the client site, Fort Belvoir, Virginia.
This position requires the ability to obtain and maintain a Secret security clearance; Active secret clearance is preferred.
Responsibilities:
- Design and develop an integrated master schedule and sub-project schedules using MS Project to be utilized as the foundational program management tool that synchronizes all cost, schedule, performance, and resourcing considerations
- Interact with the project team, and task leads to define the scope of work to develop and maintain detailed schedules, cost information, and identification of variances from the original plan and actively coordinate, resolve, and manage variance impacts and mitigation steps.
- Review project scope and assist with estimates to produce preliminary schedule(s)
- Set up tasks and sub-tasks to ensure satisfactory realization of project tasks/requirements as scheduled
- Provide reports and analysis to Senior Leaders and team leads necessary to make informed programmatic decisions affecting successful program completion.
- Evaluate project schedule progress and performance.
- Identify emerging problem areas, and recommend mitigation strategies to ensure schedule impacts are fully understood, managed, and corrected when possible.
- Identify critical paths and constraints to determine the effect of changes to schedule and recommend work-around
- Perform what-if/impact analysis of schedule shifts on tasks and milestones
- Identify risks affecting project cost, schedule, and performance and support the development of alternative courses of action or recovery on slipped schedules
- Produce schedules visually depicting decision points, milestones, progression, and interdependence of the project tasks to provide program and Army leadership with a clear picture of the project schedule
- Communicate project updates with meaningful schedule-centric analysis to support effective decision making
- Be assertive and proactive in collecting and integrating input from various stakeholders to maintain the health of the IMS.
- Up to 10% travel expected.
Required Qualifications
- Bachelor’s degree
- 5+ years of project scheduling experience
- Expert MS Project skills
- Demonstrated experience with MS Office suite (Word, Excel, PowerPoint)
- Experience working with stakeholders to identify tasks, critical paths, and dependencies
- Excellent communication and presentation skills
- Strong teamwork and collaboration skills
- Ability to obtain and maintain a Secret security clearance; Active secret clearance preferred
Desired Qualifications
- Project Management Professional (PMP) Certification
- Experience with Defense Business Systems or software/system development projects
- Experience with Earned Value Management (EVM)
