We are looking for an Program of All Inclusive Care for the Elderly Policy Analyst to join the Benefits & Services Management (BSM) Division of the Office of Community Living (OCL)!

OCL
administers the Colorado Medicaid programs that provide long-term support for people with disabilities and older adults. OCL strives for a system that is person-centered, seamless, and offers a continuum of services and innovative funding mechanisms for Coloradans today and in the future.

BSM
administers the state’s long-term care programs such as nursing facilities, hospital backup, Program of All- Inclusive Care for the Elderly (PACE), and community long term care programs such as Home and Community Based Services (HCBS) waiver programs. The Division plays an important role in working towards the Department’s mission to improve access to cost-effective, quality long term care services and support for Coloradoans.

This position was created by federal legislation through H.R. 1319,
the American Rescue Plan Act (ARPA) of 2021.

This position can work fully remotely from anywhere in the State of Colorado.
**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**

Description of Job

WHAT YOU'LL BE DOING AS PROGRAM OF ALL INCLUSIVE CARE FOR THE ELDERLY POLICY ANALYST:

  • Determine and continually evaluate and modify performance metrics.
  • Implement processes for development of a PACE pay for performance plan including timelines, key milestones, and policies.
  • Coordinate with other Offices to develop regulations and processes for implementation of a PACE pay for performance.
  • Identify and analyze reporting data from PACE organizations that identify performance metrics that can be used for a pay for performance structure.
  • Monitor, analyze, and make recommendations for the program, including developing performance metrics, identifying payment structure, and verifying data.
  • Provide technical assistance to providers, case management agencies and others regarding program operations.
  • Manage contracts with vendors for the creation and implementation of a PACE pay for performance to ensure quality of deliverables.
  • Analyze complex data for trends and create reports regarding quality and service delivery.
  • Organize and facilitate meetings with very large corporate entities, disability community stakeholders, and other interested parties to determine and implement strategies for PACE pay for performance that take into consideration the goals and opinions of all parties.
  • Attend off-site meetings at other agencies, occasional off-site training, off-site audits and will meet with stakeholders and contractors.
  • Develop PACE statute amendments and regulations.
  • Represent the Department through the Medical Service Board regulatory implementation process.
  • Term limited through 03/31/2024.

Bachelor's degree from an accredited institution in a field of study related to the work assignment.

Two years of professional experience in health care compliance, policy analysis, health care administration, or law.

CONDITIONS OF EMPLOYMENT:
  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
  • Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.
  • This is a term-limited position with funding through March 30, 2024. Successful candidates will sign a Waiver of Retention Rights and normal personnel rules regarding retention will not apply.
