Position Overview
The Program Manager will manage all aspects of the US Army Operational test command (USAOTC) Test Technology Support Services (TTSS) contract at Fort Huachuca, AZ. This position is contingent upon successful contract award.
Responsibilities / Duties
  • Ensures program requirements are met and are in the best interests of AITC, Inc by creating the program program/charter, internal baseline plan, and other program management components.
  • Defines and identifies critical issues on complex programs and develops action plans to improve performance.
  • Serves as the projects/clients advocate and ensures effective program management processes, schedule, cost, resources, risk, quality, project change management, implementation of corrective actions covering all areas of program responsibility and that commitments to customers are met.
  • Directs all phases of programs throughout the program lifecycle.
  • The Program Manager regularly exercises discretionary and substantial decision-making authority to effectively respond to requirements.
  • Facilitate the definition of program/project missions, goals, tasks, and resource requirements; resolve or assist in the resolution of conflicts within and between program/projects or functional areas; develop methods to monitor project or area progress; and provide corrective supervision if necessary.
  • Facilitate the definition of service levels and customer requirements. Interact regularly with existing or potential clients to determine their needs and to develop plans for improving delivery.
  • Advocate on behalf of clients and represent clients' needs as appropriate to senior management. Work cross-functionally to solve problems and implement changes.
  • Ensures successful customer relationships by responding to all customer requests and serving as the primary point of contact for assigned program activities, status and problem resolution.
  • Is responsible for the negotiation of contract changes related to scope management.
  • Serves as key presenter and facilitator at major program reviews. Ensures meeting actions are documented and communicated.
  • 30% Travel Required
Minimum Requirements
  • Bachelor's degree in business administration or related field. Degree may be substituted with minimum of 8 years of proven program management experience.
  • 4+ years in an advance management role.
  • Exceptional leadership, time management, facilitation, and organizational skills.
  • Active PMP Certification
  • Prior military or government contracting experience
  • Knowledge of IT infrastructure
Preferred Skills/Knowledge
  • Excellent written and oral communications skills, attention to detail, strong organizational skills, computer proficiency, and the ability to work under strict deadlines in a fast-paced environment
  • Strong analytical, problem-solving, customer service and decision-making skills
  • Proficiency in MS Office applications (Word, PowerPoint, Outlook, Excel)

Physical Demands
  • Stand for long periods of time.
  • Bend, squat, climb, and reach.
  • Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers.
  • Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing: viewing a computer monitor; extensive reading.
  • Must be able to lift 15 lbs. overhead.
