Job Description

Essential Duties and Responsibilities

  • Monitors performance and compliance of Contract Specialist team through delegation of assignments; takes necessary action to evaluate work product and ensure that all contract documents are submitted properly and timely prior to submission to the Director of OAS for finalization;
  • Monitors performance and compliance of Compliance Specialists, ensuring administration of labor standards, affirmative action and EEO; Contractor’s payments are processed properly and timely prior to submission to the Contracting Officer for finalization, and other statutes and regulations relating to the construction contracts;
  • Implements and maintains policies, procedures, bid documents and other related materials to ensure proper and consistent control of the contracting function; ensures staff compliance of policies and procedures;
  • Acts as lead on all internal/external audits as it relates to Acquisition and Compliance;
  • Conducts research on applicable labor standards and regulations affecting the functions of the department; provides advice and assistance to concerned parties on all facets of labor standards ensuring that contractors, managers and others are in compliance with applicable affirmative action programs;
  • Develops data needed in resolving major operating problems for use in program planning and for formulation of overall management policies; identifies problem areas and recommends corrective action as appropriate; makes crucial analyses, adopts and directs changes determined to improve programs;
  • Remains aware of status and process of team’s work; makes adjustments in accordance with established priorities; keeps Director informed of problems, such as backlogs which cannot be promptly remedied, and obtains assistance as needed;
  • Monitors and evaluates routine operations and special activities for efficiency, effectiveness and compliance with policies and procedures; analyzes existing work methods and management techniques employed to determine if they provide maximum efficiency and effectiveness;
  • Answers complex labor relations questions received from Contract Compliance Specialists; refers highly technical inquiries to the Director;
  • Answers complex acquisition questions received from the Contract Specialists; refers highly technical inquiries to the Director;
  • Drafts and develops solicitations, modifications, justifications and memorandum for acquisitions files; drafts and develops resolutions and addendums; drafts and processes purchase orders; as needed;
  • Provides management and oversight in labor-related disputes involving program participants whenever possible; coordinates resolution of disputes and worker complaints with senior staff as needed;
  • Assists in developing, managing and maintaining automated systems for the establishment of maintenance of wage rates, collection of wage survey information and the tracking of wage decisions for construction contracts in all programs;
  • Assists in the preparation of yearly OAS departmental budget; monitors and tracks budget expenditures and various funds for acquisition planning purposes;
  • Designs and evaluates instruments utilized in monitoring project progress in proposed automated data processing area of acquisition;
  • Recommends policy and procedure changes within OAS to Director;
  • Develops and maintains working relationship with Authority departments, HUD office and/or professional and trade organizations for contractual assistance purposes;
  • Manages the work of staff including: assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, training, acting on employee problems, and recommending and implementing discipline;
  • Performs other related duties as assigned


Job Requirements

Education and/or Experience

Bachelor’s degree from an accredited college or university; and at least (6) six years of procurement experience, at least two (2) of which are in a management or supervisory capacity; or the equivalent combination of education and experience which meet the minimum qualifications requirement may be substituted.

The District of Columbia Housing Authority (DCHA) conducts pre-employment screening on specified positions, which may include but is not limited to a criminal background check, drug and alcohol testing, verification of academic credentials, licenses, and certifications, and/or verification of work history.

This position has been designated by the department to require a drug and alcohol screening and background check. Finalist(s) for this position will be subject to drug and alcohol testing and will be required to consent to a pre-employment background check as a condition of employment.
