Job Summary
The Principal Project Manager works within the Architecture, Engineering, and Environmental Service Section (AE/ES) of Milwaukee County to provide managerial guidance and oversight of the Project Management Unit, including permanent full-time staff. Leading teams of both internal and external resources, the Principal Project Manager has key oversight/responsibility for day-to-day decisions related to the overall direction, coordination, implementation, execution, control and completion of capital design and construction projects–ensuring consistency with Milwaukee County strategies, standards, commitments, and goals. Assigned project values will range from $100,000 to $40,000,000. Oversees management of projects by assigned project management staff as to best practices and processes throughout design, planning, cost estimating, bid/construction document preparation, consultant management, and close-out for capital improvement projects on Milwaukee County facilities and infrastructure. Working with the Director of Architectural Engineering/Environmental Services, ensures that the division-wide project portfolio is properly managed with resources and timelines while leading development and implementation of project management best practices across the division. Delivers responsive customer service to departments through timely project reporting and communications. Provides strong input into decisions regarding development and formulation of project planning/funding; provides input into long range capital planning and facilities management.
Job Responsibilities
- Leadership & General Management - Provide leadership and supervision to AE/ES project management team to ensure that department goals are clearly defined, understood, and achieved. Oversee management of projects and direct hiring and management of consultants for engineering studies, project design, and construction project management. Set goals for staff that align with the strategic goals of the department; maintain standards and monitor progress. Maintain a work environment that fosters team building and collaboration. Provide clear direction to staff and communicate professionally with associates. Develop a culture of safety, inclusion and integrity that aligns with Milwaukee County values and improves outcomes. Report directly to AE/ES head and be an engaged member of the Department of Administrative Services (DAS) Facilities Management team.
- Section-wide Project Portfolio Management - Work with the Director of AE&ES in leading program management of the AE&ES-wide project portfolio to prioritize projects, allocate resources, and maintain stakeholder communication to drive successful project outcomes.
- Program Development & Support Project Management Best Practices - Lead design and implementation of project management policies, principals, and practices to establish standardized project management best practices that ensure consistent project delivery across AE&ES. Serve as a liaison or Milwaukee County representative to other Milwaukee County departments or outside agencies to partner, gather, and disseminate these best practices. Lead, participate in, and support special projects and program improvement tasks across AE&ES organization.
- Project Team & Project Management Oversight - Build and lead high performance capital project delivery teams using internal and external resources. Communicate plans and expectations and hold team accountable for results. Directly supervise internal Sr. Project Managers, Project Managers and Associate Project Managers, construction management staff, and workplace designers, including as pertains to performance management responsibilities. Actively promote teamwork and a culture of collaboration, work effectively in a matrix environment, and complete projects with internal and external resources that may not have direct reporting or chain of command authority to this position. Provide lessons learned, and continuously improve project management maturity within Milwaukee County. Project budget, estimate costs, structure design team (including consultants); direct and assist staff with project design development, development of bid documents, procurement and evaluation of competitive bids, contract award, and overall project management, ensuring efforts are coordinated across all sections.
- Superior Customer Service Delivery - Ensure delivery on customer priorities through effective project reporting and communications to support ongoing scope, schedule, and budget reviews. Interact regularly with project stakeholders to ensure timely progress updates with a focus on delivering on project commitments. As part of the project close-out process, provide record drawings, Operation & Maintenance Manuals, and recommended maintenance programs for completed projects to customer operating departments and the Facility Condition Assessment Program manager. Proactively drive life cycle awareness by advising facility management partners on scope of work required to support ongoing estimates and planning specifications for repair and maintenance projects.
- Capital Project Management - In addition to oversight, take an active role in managing projects as needed based on departmental workload and staffing levels. Use project management best practices to develop, coordinate, execute and control design and construction projects with internal and/or external consultants and contractors. Take responsibility for managing all phases of capital project development and execution, including scope development, cost estimating, consultant selection, design, bidding, contractor selection, contracting, schedule and risk management, construction management, project closeout, and maintenance of all required project documentation in accordance with all applicable state administrative codes, county ordinances, and department policies.
- Ability to push, pull, carry and lift up to 10 lbs.

Required Education, License/Certification and Experience
- Current residency within the State of Wisconsin required
- Valid Wisconsin Driver’s License required or must be obtained within six (6) months of hire date
- Bachelor’s degree or higher in Architecture, Engineering, Construction Management, Project Management or closely related field required
- Five (5) years or more of work experience managing project teams on high-budget, multi-phase complex capital projects required
- Five (5) years or more of work experience in a Supervisory/Management or Project Manager role required
- Intermediate or Advanced knowledge of all related computer and software applications such as Microsoft Word, Outlook, PowerPoint, Teams and Excel required
Preferred Qualifications
- Professional Engineer license in the State of Wisconsin
- Licensed Architect in the State of Wisconsin
- Certified Construction Manager certification from the Construction Management Association of America
- Certified Professional Construction certification from the American Institution of Constructors
- Project Management Professional (PMP) certification from the Project Management Institute
Additional Knowledge, Skills and Abilities
- Excellent communication skills required
- Thorough knowledge of theories, principles, and practices of construction project management
- Working knowledge of the theories, principles, and practices of architecture and engineering
- Experience with construction cost estimating; use of project management software; experience with organizing and leading meetings, and good presentation skills
- Ability to supervise and perform quality assurance on preparation of construction bid documents for a variety of public works projects
- Ability to supervise the preparation of analytical engineering reports on complex public works projects
- Ability to use CAD systems for design and plan production
- Ability to navigate and input project data into project management and compliance software
