Description

Manages the department’s accreditation function under standards prescribed by the Commission on Accreditation for Law Enforcement Agencies (CALEA).

Essential Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties to provide direct or indirect service to the citizens may be assigned.

  • Drafts new operational and administrative policies/procedures to address needed areas.
  • Routinely reviews, edits, and manages existing policies/procedures to ensure compliance with accreditation standards, legislative mandates, and judicial rulings.
  • Maintains all necessary accreditation files in compliance with CALEA standards.
  • Maintains a thorough understanding of all CALEA standards, to include proposed changes or amendments, and assesses the impact on current policies and procedures.
  • Serves as the department’s liaison with CALEA staff and representatives.
  • Plans and coordinates both remote and on-site annual reviews by CALEA staff.
  • Completes all required reporting components in the CALEA Information Management and Reporting System (CIMRS).
  • Stays abreast of industry standards in the profession through organizations including, but not limited to, the Virginia Association of Chiefs of Police, the International Association of Chiefs of Police, and the Police Executive Research Forum.
  • Develops internal relationships with department staff to remain current on local trends and organizational needs.
  • Develops and administers training to all department staff on changes related to policies, procedures, and accreditation standards.
  • Serves as an advisor to senior command staff on organizational issues as they arise.
  • May be responsible for other tasks and special projects related to statistical analysis, criminal information analysis, performance measurement, research, and risk management.
  • Builds relationships with accreditation managers in other law enforcement agencies to use as a resource for this position.
  • Provides presentations to internal and external stakeholders on the CALEA process.
  • Attends periodic meetings, conferences, professional workshops, and trainings related to CALEA standards/accreditation.
  • Collaborates with City departments, other government organizations, and non-governmental organizations as needed.

ADDITIONAL DUTIES AND RESPONSIBILITIES include the following:

  • Other duties to provide direct or indirect service to the citizens may be assigned.
  • When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.

SUPERVISORY RESPONSIBILITIES

This position has no supervisory responsibilities.

Minimum Education and Experience Required

QUALIFICATIONS

EDUCATION AND EXPERIENCE

Bachelor's degree from four-year college or university with major course work in criminal justice or related field supplemented by two or more years of related experience and/or training in law enforcement accreditation. Must have demonstrated experience in public speaking and policy development.

Additional Requirements

Requires a comprehensive background investigation to include a local, state, and federal criminal history check, sex offender registry check, credit check, and polygraph examination.

Applicant must have a valid driver’s license with an acceptable driving record.

Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
