Introduction
  • The City of Greenacres' Compensation Plan allows for hiring at a maximum rate of up to 15% above the minimum range for the position based on education, experience and valid proof of certification(s) that are obtained through extensive program of study and training over and above the minimum requirements.

Essential Duties & Responsibilities

Position Summary: Performs complex administrative, technical, and professional planning, zoning and engineering assignments for the development and implementation of land use and related city plans and policies to include processing of development applications for compliance with codes, permit reviews, development compliance and development compliance review for approved and existing development within the City.

Essential Duties and Responsibilities:

  • Reviews, analyzes, and evaluates permit and development applications and site and development plans for compliance with City codes, regulations, plans, and programs.
  • Analyzes, evaluates and provides recommendations for proposed development applications proposed within the City.
  • Responses to citizens and applicants with interpretation and application of City codes and ordinances.
  • Represents the Department before the Planning and Zoning Board of Appeals, City Council, and other boards, public agencies and groups as required.
  • Performs field inspections of project sites and new and existing civil engineering work, landscaping, and signage.
  • Compiles and maintains a data-base system including population, housing, etc.
  • Collects and analyzes data for development related reports and studies conducted by the Development and Neighborhood Services Department.
  • Oversees explicit technical information of requirements involving planning, zoning, land use and development approval processes.
  • Prepares and coordinates in the development of short- and long-term comprehensive planning projects, zoning ordinances, and subdivision amendments and future development of the planning region.
  • Organizes the periodic review and update and implementation of the City’s Comprehensive Plan, Zoning Code, and other development-related regulations and recommends changes to the regulations as needed.
  • Coordinates the review of business tax receipt applications for compliance with Zoning and other City codes.
  • Coordinates with the Code Enforcement Division regarding zoning violations, conduct site inspections and resolve complaints
  • Works with and helps the GIS/Planner with GIS system and projects
  • Works with the Building Official to ensure the City follows all federal, state and county regulations regarding Flood Plain Management
  • Organizes the preparation of short-term and long-term studies and reports.
  • Prepares project scopes of services for planning studies
  • Responds to and acts upon special projects and assignments.
  • Performs general/clerical tasks, which may include answering telephone calls, typing documents, copying standard documents and maps, retrieving files, filing documentation.
  • Perform data collection and conducts studies on planning related issues.
  • Maintain up-to-date knowledge and understanding of current, comprehensive, and regional planning as well as industry best practices and technologies.
  • Assists to others in the department as needed.
  • Performs other duties as assigned.

Knowledge, Skills & Abilities

Knowledge of:

  • Modern principles, practices, techniques, and purposes of City planning.
  • Principles, practices, and techniques involved in the development and maintenance of the City Comprehensive Plan and Zoning Code, and land development regulations.
  • Principles and practices of civil and traffic engineering, architecture, and landscape architecture applicable to development applications, site and development plan review, and field inspections.
  • State Statutes and local ordinances, codes, regulations, policies, and procedures pertaining to Planning, Zoning and Building.
  • Drafting regulations and policies and texts of ordinances.
  • Geographic Information Systems (GIS), drafting, and graphic presentation techniques.
  • Computer software including Microsoft Word, Excel, Power Point, etc.

Ability to:

  • Communicate effectively, both orally and in writing, to prepare concise reports and present findings, and make public presentations to the City Council, other agencies, and groups.
  • Attend night meetings when necessary.
  • Comprehend and apply regulations to development applications.
  • Think creatively and propose realistic solutions to problems.
  • Respond to supervision, guidance, and direction of supervisors in a positive, receptive manner.
  • Organize, schedule, and establish priorities for assignments.
  • Maintain a courteous and professional demeanor.
  • Understand and interpret various City codes and regulations.
  • Effectively utilize a computer and office software such as Microsoft Word, Microsoft Excel, Microsoft Outlook, and other Department Software.
  • Enforce municipal regulations with firmness and tact.
  • Handle complaints in a courteous and effective manner.
  • Work independently to make sound decisions based on well-established procedures.
  • Read and interpret site & development plans and landscaping plans.
  • Follow safety rules and regulations of the Department and The City.
  • Maintain high standards for professional and ethical conduct.
  • Establish and maintain effective working relationships with co-workers, public agencies, vendors, and the public.
  • Communicate clearly and concisely, both orally and in writing.
  • Follow safety rules and regulations of the Department and the City.
  • Support the Department’s and City’s Mission, Values and Goals.

Education & Experience

  • Bachelor’s Degree from an accredited college or university in Planning, Public Administration, Urban Affairs, Landscape Architecture, Cartography, or related field.
  • Master's degree or completion of advanced level coursework in site plan review, urban planning, local/state land use or zoning or related field is desired and may substitute for one (1) year of experience.
  • One (1) year of relevant experience.
  • Must possess and maintain a valid Florida Driver’s License.
