We are looking for a Plan Reviewer I or II to ensure the delivery of quality projects on time for the District letting schedule. This is an in-person position based in our Odessa District Office, but hybrid schedules that include teleworking can be considered.
The Odessa District is looking for a detail-oriented, self-motivated person with an engineering, design, or plan review background to join our plan review team! Our Plan Reviewers are responsible for the review and processing of the District's plans, estimates, and specification bid packages (PS&E) prior to letting.

Salary Grade:
- Plan Reviewer I (B17): $36,976.00 - $58,399.00
- Plan Reviewer II (B18): $39,521.00 - $64,449.00

Plan Reviewer I:
Assists with departmental transportation planning-related activities by drafting or performing computer entry work in support of plans, specifications and estimates; or assisting in district/division level review of plans, specifications and estimates (PS & E), and supporting documents for accuracy and completeness: and ensuring compliance with state and federal design guidelines. In a district, provides support to the residencies during their plan preparation process. Employees at this level perform assignments following specific instructions and are subject to frequent review by the immediate supervisor.
Plan Reviewer II:
Performs departmental transportation planning-related activities by drafting or performing computer entry work in support of plans, specifications and estimates; or participating in district level review of plans, specifications and estimates (PS&E) and supporting documents for accuracy, completeness; and ensuring compliance with state and federal design guidelines. Provides support to the residencies during their plan preparation process. Work requires contact with governmental agencies. Employees at this level follow standard practices that do not require frequent supervision of details.
Essential Duties:
Plan Reviewer I:
- Serves as liaison between district and divisions after submission of plans and related documents to divisions and answers questions and/or helps resolve design problems.
- Answers inquires on final PS&E policies and procedures.
- Assists engineers in the review of PS&E submissions to ensure compliance with applicable federal and state laws, policies, procedures, standards and guidelines.
- Assists in making corrections and revisions to plans and related documents.
- Assists in PS&E processing for letting, including reproductions and distributions.
- Attends plan review conferences for future projects.
- Corrects general notes, specification lists and estimates.
- Distributes plans and bid proposals to appropriate residencies prior to letting.
- Assists in PS&E review with other divisions and governmental agencies.
- Prepares special specifications, special provisions, and supporting documents.
- Performs basic drafting or copying to plans.
- Plots general notes and estimates and quantity sheets.
- Processes PS&E revisions submitted by districts and divisions.
- Sets up mainframe computer files for backlog project storage.
- Submits plans, specifications, estimates and supporting documents to divisions after completing final review.
- Uses computer applications to enter, revise, store and maintain PS&E support documents and files.
- Performs other job responsibilities as assigned.
Plan Reviewer II:
- Consults with private firms performing contract plan preparation to ensure that designs and plans are accurate and meet required standards.
- Participates in PS&E review with other divisions and governmental agencies.
- Performs detail design and quantity checking of plans, specifications, and estimates.
- Responsible for PS&E review for a district.
- Serves as liaison between district and divisions after submission of plans and related documents to divisions and answers questions and helps resolve design problems.

Experience: 6 years administrative support, design, drafting, engineering support, plan preparation or review, or related experience. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.
Plan Reviewer II:
Education: High School Grad or Equivalent in general high school studies.
Experience: 7 years administrative support, design, drafting, engineering support, plan preparation or review, or related experience. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Physical Requirements and Working Conditions:
Plan Reviewer I or II:
- Sedentary work - lifting up to 10 lbs. at a time and occasionally carry files/small tools.
- Light work - lift up to 20 lbs. at a time and frequently carry objects up to 10 lbs.
- Standing prolonged periods of time
- Repetitive motion - substantial movements of wrists, hands and fingers.
- Close visual acuity - work includes date/figures; view a computer screen; extensive reading.
