Payroll, Benefits, and Project Assistant
Location: Educational Leadership & Support Center
Summary: Provides Training and support for the Payroll and support for the Payroll and Benefits Department.
Rate: $21.20/hour
Job Duties
Responsible for compiling and posting employee payroll data and manage hours clocked with knowledge of tax laws, district policies, union contracts and agreements.Creates paychecks in accordance with hours worked and corrects paycheck errors.
Provide payroll, time system and benefit support to District staff.
Maintain appropriate records and protect confidentiality of all District and HIPPA data.
Performs general filing, scanning and general office/accounting/benefit functions.
Communicate and maintain positive relationships with District staff.
Enter COBRA qualifying events into the COBRA vendor’s system.
Work with Benefit Specialists to explain, implement and market benefits offered by the district including but not limited to Voluntary Retirement Incentive Program (VRIP), Iowa Public Employees’ Retirement System (IPERS), Retirement Investors Club (RIC) 403(b) program, voluntary life and wellness incentives.
Responsible for voluntary life insurance administration, 403(b) program, PlanWithEase database, VRIP beneficiary designation, IPERS employer verifications/refunds and wellness incentives.
Able to assist with answering benefit related questions concerning qualified life events and at Annual Enrollment.
Plan and coordinate meetings throughout the district to market all employee benefits specifically those listed above.
Project coordination for Payroll and Benefit Department including updating procedures, processes and system efficiencies.
Implement, communicate and seek compliance regarding 403(b) providers.
CLASSIFICATION:
This would be a 1.0 FTE 12-month position / 260 days a year.
Hourly Non-Administrative Meet and Confer Work Group
All district benefits in accordance with working agreement.

QUALIFICATION REQUIREMENTS:

EDUCATION and/or EXPERIENCE:
Proven history of successfully training others in use of softwarehardware and online resources
Demonstrated skill in advanced use of payroll processing systems
Experience integrating new technologies and online resources into work practices.
Business degree or related field preferred.
Ability to manage several complex projects simultaneously while working under pressure to meet deadlines.
Considerable knowledge of pertinent federal and state regulations for payroll.
Excellent written and verbal communication and organizational skills with attention to detail.
Proficiency with Microsoft office suite (Word, Excel, PowerPoint), and HR payroll and benefit systems.
LANGUAGE SKILLS:
Ability to read, analyze, interpret, and implement ideas contained in technical documents, assessment data, professional journals and regulations. Ability to effectively write reports, training documents, and communications to varied stakeholder group. Ability to effectively present information orally and respond to questions from technical and non-technical staff.
MATHEMATICAL SKILLS:
Ability to perform basic mathematical functions such as addition, subtraction, multiplication, division, percentages, decimals and fractions. Ability to use formulas, spreadsheets, and databases. Ability to assist staff in implementing these mathematical concepts and tools.
REASONING ABILITY:
Ability to solve problems effectively. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.

The employee must frequently lift and/or move up to 50 pounds 0 - 12 feet and occasionally up to 20 feet, such as instructional materials, equipment, desks, chairs, and boxes. The employee will sometimes push/pull items such as tables and carts. Specific vision abilities required by this job include close vision, color vision and the ability to adjust focus while conducting classes or working with computers, written materials, reports, assessment data, etc.

The noise level in the work environment is usually quiet. The position requires the commitment of professional working hours that may require the employee to extend beyond a typical 8:00 a.m. to 4:00 p.m. workday. The employee will frequently work in different areas of the district including in/at desks, on or near the floor, standing, in movement while instructing or assisting others, etc. The employee will usually work in indoor temperatures.
