The
Oregon Department of Education
(ODE) employees approximately 600 employees to oversee the education of over 560,000 students in Oregon’s public K-12 education system. ODE encompasses early learning, public preschool programs, the state School for the Deaf, regional programs for children with disabilities, and education programs in Oregon youth corrections facilities.

Our Payroll Analysts are critical to our agency. They ensure our 600+ employees receive accurate and timely paychecks, as well as manage employee benefits.
Typical daily tasks include:

Review and process employee timesheets

Monitor the leave accrual system
-
Ensure accurate payroll deductions
-
Provide guidance to HR staff and agency managers on payroll-related issues

Analyze and recommend changes to comply with laws, policies and collective bargaining agreements

Process new hires, changes, and terminations
-
Manage various payroll-related tasks such as benefits, garnishments and wage verifications

Attend meetings or conduct research to stay current on policies and procedures

What are we looking for?
We are looking for candidates with a minimum of:
Two years of experience in analyzing, calculating, recording, and maintaining routine financial information and must include accounting, data, or payroll processing;
OR
At least 94 quarter (63 semester) credit hours or associates degree from an accredited college, university, or vocational- technical school that includes 12 quarter (9 semester) hours in accounting, business, or finance;
OR
A Certified Payroll Professional’s (CPP) certificate;
OR
One year of experience analyzing, calculating, recording, and maintaining routine financial information and must include accounting, data, or payroll processing; AND at least 43 quarter (29 semester) credit hours from an accredited college, university, or vocational-technical school that includes 8 quarter (6 semester) hours in accounting, business, or finance;
OR
One year of experience analyzing, calculating, recording, and maintaining routine financial information and must include accounting, data, or payroll processing; AND payroll certification from an accredited college, university, or vocational-technical school
Candidates who are the most competitive will have a combination of the following background, skills, desired attributes and experience:

Expert knowledge of high-volume end-to-end payroll processing
-
Knowledge of federal and state wage and hour regulations, tax laws affecting payroll, and regulations on processing withholding and support orders

Demonstrated ability to interpret union contracts, policies, and procedures
-
Excellent writing and communication skills
-
Vigilant at maintaining confidential information
-
Ability to meet tight deadlines, and work in a fast paced environment
-
High aptitude for learning new things, detail oriented, organized and demonstrated ability to prioritize
-
Ability to act independently, with minimal daily direction to accomplish objectives
-
Skill in establishing rapport and exhibiting tact and sensitivity in dealing with others
-
Ability to work with a wide range of individuals in a positive, productive manner is critical to success in this position

Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
