Pathfinder Village – St. Croix Owners Association is seeking a full time experienced onsite Park Manager to manage the day to day operations of a private owners association located 14 miles east of Hinckley, MN. The association is situated on 640 acres, comprised of approximately 1300 recreational lots providing daily needs to full-time, part-time and seasonal residents.

RESPONSIBILITIES

Overview

 Oversight of all day to day operations including management of all departments that includes staffing, patrol, administration, facilities and common grounds maintenance, recreation, commercial centers’ food and beverage and safety compliance.

 Directly oversees three managers responsible for Facilities (year-round), Assistant Park Manager/Administration (year-round) and Commercial Centers/Recreation (seasonal). Onsite staffing levels range from eight employees during the off-season to 30+ employees during the peak months of April to September.

 Ensures Assistant Park Manager/Administration Manager is fully trained to perform the full duties of the Park Manager role in his/her absence.

The Park Manager responsibilities will include but are not limited to the following:

 Manages the park under the direction of the Board President or their appointee on a variety of operational items

 Acts as liaison between a seven member Board of Directors (BOD), various committees and residents in the execution of the established policies and procedures

 Maintains regular communications with BOD via personal contact, email or telephone

 Establishes priorities and provides advice to the BOD concerning major expenditures

 Monitors and informs the BOD of changes in Federal, State, and Local laws that may affect the Association

 Attends specific committee meetings and provides assistance to the committee as may be determined by the BOD

 Is responsible to see that the Association’s Governing Documents are followed and that the Rules & Regulation are in compliance and consistently enforced

 Prepares monthly and annual meeting BOD reports, attends BOD meetings and provides information as needed

 Provides guidance to the BOD, Committees and park staff in financial management, administration, policies and procedures, building infrastructure, organization, litigation processes, collections, personnel hiring and issues, maintenance and governmental compliance requirements

 Prepares annual operational and capital improvement budgets with Planning and Finance Committee for the BOD

 Establishes and implements budget and internal spending controls; provides monthly budget variance reports to the BOD

 Ensures all Association assets are properly insured, risks mitigated and responds to any insurance claims that may be incurred with the Association

 Works in partnership with the local police department, community and towns surrounding Pathfinder Village

 Facilitates communications with residents, including collections and fines procedures and ensures timely responses to questions/problems  Oversees regular building inspections with a focus to ensure that the buildings and common grounds are properly maintained and are maintained within the requirements of the Association

 Maintains all service and maintenance proposals and contracts, including bids, specification compliance, regulatory requirements and preventative maintenance schedules

 Ensures day to day compliance with injury and illness programs as required for the facilities

 Manages all Association record keeping, accounting and payroll records and related detailed financial statements

 Oversees all personnel procedures (eg, job descriptions, personnel policies, background checks, hiring, training, payroll & salary reviews, benefits, COBRA, performance reviews, disciplinary and discharge, etc)

 Ensures that all operational areas of the park have operating policies, procedures and staff backup plans for uninterrupted and continuous business operations

 Facilitates all staff training necessary to meet state health department requirements (eg, safety, regulations, etc)

 Files monthly state sales tax returns and oversees state water testing processes as required by law

 Partners with the BOD on any needed legal counsel required

 Handles all correspondence for the Association

 Executes lien and foreclosure policies

 Deals with owner complaints objectively and consistently; provides documentation of due process as needed by BOD

 Maintains relationships and representations between the Association and all Real Estate Sales Office brokers

 Assists with other jobs and duties as necessary as requested by the BOD

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED

 Bachelor’s degree preferred; and or at least 5 years of experience that is directly related to the duties and responsibilities specified

 Knowledge of general business management techniques and generally accepted financial / business practices, property management principles, procedures and standards

 Understanding of basic insurance concepts and terms for ensuring adequate Association insurance coverage

 Knowledge of health and safety standards, fire and safety regulations and related regulatory compliance requirements (eg, OSHA and MN Dept of Health requirements, etc)

 Ability to develop and maintain recordkeeping systems and procedures

 Project planning and analytical skills, with knowledge of contracting process and the ability to evaluate bids from contractors

 Skills in organizing and motivating resources, job tasks, performance standards and establishing priorities

 Ability to maintain a positive, cordial, business-like relationship with all stakeholders (eg, owners, committees, BOD, law enforcement, legal counsel, etc.)

 Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community

 Skills in the use of computers, preferably in a PC, Windows-based environment including MS Office tools and financial accounting software (eg, TOPS, Turning Point, ACME)

 Ability to communicate effectively, both orally and in writing CONDITIONS OF EMPLOYMENT

 Must not be a previous or current Pathfinder Village lot owner of Pathfinder Village St. Croix Owners Association

 Must live onsite in provided housing at a minimum, the first year of employment and be available to work weekends during peak season of April to October

 Possession of a valid driver’s license with an acceptable driving record is a requirement for this job

 Must have the ability to pass a complete background check (includes insurability, criminal and financial checks)

 Must be available for night and weekend BOD / Committee meetings

 Attend training and continuing education as a licensed First Responder, and certification in food safety handling

 Must have or be able to obtain a CMCA certification through CAI within six months of employment

 No actions of the Park Manager shall diminish the vested power or authority of the BOD
