SUMMARY
This position manages, organizes and coordinates the overall operation of Public Library services for Montgomery County.

ALLOCATED HOURS: 40, Full-Time
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Is a forward-thinking and inspirational leader who strives to improve and expand library services in Montgomery County as well as connect with and support library staff and the general public in a professional and compassionate manner.
- Communicates a clear and positive image of the Public Library to the community.
- Supervises, directs and evaluates staff, handling employee concerns, assigning work, counseling, and conducting disciplinary and other personnel actions. Is responsible for hiring and dismissal of library personnel.
- Handles complicated patron or community issues that affect the library in a professional and compassionate manner.
- Develops content and agenda for monthly Library Board of Trustees meetings in collaboration with Board Chair, presenting regularly at that meeting to highlight library services and needs; implements Library Board decisions.
- Develops and presents recommendations for library policies to Library Board Policy Committee
- Oversees physical facilities, equipment, maintenance, and security system assuring that needs are met for upkeep.
- Creates and initiates short and long-range strategic plans for library growth. Works to achieve goals and objectives of the library system; reports to Board on progress of strategic plan regularly
- Analyzes costs of library services to develop, justify, manage and evaluate a budget.
- Prepares and submits monthly financial report and annual budget for approval by Board of Trustees. Controls expenditures to assure budget compliance.
- Reviews/approves all library invoices and requisitions and any other privately funded library spending.
- Communicates with library auditors and participates in yearly audit procedures, including writing internal control document
- Is responsible for overseeing and signing Library contracts with vendors and obtaining select quotes
- Prepares and executes requests for grants.
- May review, evaluate, select and order books and other library materials. May examine and determine materials to be discarded, repaired or replaced.
- Ensures that library technology is up to date and that a technology replacement plan is in place.
- Maintains regular communication with County Government and with other agencies institutions and organizations as merited and attends monthly County Department Head Meetings as well as County Commission meetings as merited.
- Maintains regular communication with the Friends of the Library, attending monthly Friends’ Board meetings and reporting on library activities
- Maintains regular communication with the Library Foundation and its President, attending and reporting on the library at Foundation Board meetings
- Provides library public relations services such as conducting group tours, presenting to various community organizations about library services and promoting library services in various ways; is the face of the library in the community.
- Plans and conducts regular meetings with direct reports and plans the monthly All Staff meeting in concert with the Assistant Director along with the quarterly non-supervisory staff meeting.
- Oversees daily operations of library in Assistant Director’s absence.
- Attends Board of Trustee monthly meetings to inform members of current library business.
- Keeps abreast of current trends and emerging technologies, issues and research in librarianship, education and allied fields.
- Participates in community and professional meetings and workshops to assess community needs and to act on library concerns; serves as the library representative at all local, state, county and federal functions.
- May present at state or national library conferences
- Prepares, maintains and/or oversees the preparation of required documentation including, but not limited to, requisitions, periodic reports, grant applications, policy manuals, meeting agendas, routine correspondence, etc.
- Attends regularly scheduled departmental and all-staff meetings, annual staff training day, and any additional mandatory meetings.
- Other duties as required, such as filling in at service desk, backing up Acct Tech for daily reconciliations or other operational assistance.
EDUCATION and/or EXPERIENCE
- Master’s degree in Library or Information Science from an American Library Association accredited school with five years of librarian experience, preferably working for or with a public library; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills and abilities for this job.
SPECIAL KNOWLEDGE AND SKILLS
- Has considerable knowledge of the policies, procedures, and activities of the County and library management practices as they pertain to the performance of duties relating to the job of Library Director.
- Has extensive knowledge of library services, public relations and administrative practices as necessary in the completion of daily responsibilities.
- Knows how to develop and administer operations and staff plans and objectives for the expedience and effectiveness of specific duties of the library.
- Knows how to keep abreast of any changes in policy, methods, computer operations, equipment needs, etc. as they pertain to departmental operations and activities.
- Is able to effectively communicate and interact with supervisors, members of the general public and all other groups involved in the activities of the library.
- Is able to assemble information and make written reports and documents in a concise, clear and effective manner.
- Has good organizational, human relations, and technical skills. Is able to use independent judgment in supervision subordinates.
- Has the ability to comprehend, interpret, and apply principles and methods utilized within the library.
- Has the mathematical ability to handle required calculations using percentages and decimals.
- Is knowledgeable and proficient with computers.
- Is able to read, understand and interpret statistical and financial reports and related materials.
PHYSICAL DEMANDS
While performing the duties of this job, the incumbent is regularly required to sit and talk or hear. The incumbent frequently is required to use hands to finger, handle, or feel; reach with hands and arms. The incumbent is occasionally required to stand, walk, stoop, kneel, crouch, crawl and climb or balance. The incumbent must occasionally life and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, and ability to adjust focus.
