A City Judge is responsible for adjudicating misdemeanors, criminal and civil traffic, Code violations, as well as orders of protection, and injunctions prohibiting harassment cases filed with the Glendale City Court. He/she is responsible for applying relevant Supreme Court Rules, State statutes, City ordinances, and case law when presiding over bench and jury trials, pre-trial conferences, arraignments, motions, and hearings. A City Judge is also responsible for imposing sentences commensurate to the offense.

This position is appointed by the City Council to an initial two-year term, with opportunities for an initial reappointment term of two (2) years and all subsequent reappointments shall be for a period of four (4) years. City Judges work under the direction of the Presiding City Judge.

Essential Functions

Performs duties and responsibilities commensurate with assigned functional area within a department(s) which may include, but are not limited to, any combination of the following tasks:


  • Presides over a variety of hearings, proceedings and jury and non-jury trials involving misdemeanors, traffic, civil and criminal traffic, criminal and civil arraignments, pre-trial conferences and civil hearings relating to protective orders.
  • Reviews, authorizes or rejects search warrants; reviews and authorizes complaints/subpoenas; verifies and reviews materials for the highest level of quality and accuracy.
  • Conducts hearings for orders of protection and harassment injunctions and prepares appropriate orders; orders service of orders.
  • Researches legal issues and prepares sound legal opinions; interprets City, State and Federal laws, ordinances, statutes and court decisions; analyzes evidence presented in court and applies existing law in the rendering of fair and equitable judgments.
  • Assists in training pro tem judges utilized by the City Court and works together toward a common vision to dispense justice equally and fairly.
  • Adjudicates pleas, motions, sentencing issues, also decides extended time payment, restitution, revocation or probation and forfeiture of bond hearings..
  • Performs other related duties as assigned.

Minimum Qualifications/Special Requirements/Success Factors

Requires graduation from an American Bar Association accredited law school, admission to the Arizona State Bar and extensive legal experience. Judicial experience preferred.

Licensing, Certifications and Other Requirements
A valid driver license with no major driving citations in the last 36 months may be required.
Admission to the Bar in the State of Arizona

Knowledge of:
General law, court procedures and rules of evidence; the causes and corrective measures of antisocial behavior, principles of civil and criminal law, appeals problems and procedures; and methods of legal research
Court policies and procedures
Case management techniques
Microsoft Windows Office products

Ability to:
Communicate orally with defendants, witnesses and the public in group settings to give instructions or information and to respond to questions
Personify leadership, value diversity, promote shared responsibility and teamwork and be committed toward continuous improvement strategies in order to meet departmental and City goals and plans
Comprehend and make inferences from written material
Conduct and control court proceedings, elicit pertinent information and confine witnesses and litigates to relevant issues
Appraise factual situations and make appropriate decisions promptly and in accordance with the law
Manage the cases scheduled in the courtroom in an effective and efficient manner
Work within a progressive value-based organization
Recommend or implement organizational change, supporting strategies for creating better systems to support all employees at all levels
Conduct research on legal problems and prepare sound legal opinions using independent judgment
Establish and maintain effective working relationships with City Court staff and the general public

Any equivalent combination of training and experience that provides the required knowledge, skills and abilities is qualifying.
