The City of Pasadena - City Attorney's Office is seeking an experienced Insurance and Claims Specialist to join our team of dedicated professionals. This position supports the City's risk management and loss control programs; reviews and approves insurance coverage documents required for contracts and agreements to ensure conformance with City policies and legal requirements; assists in the adjudication of liability claims filed against the City; and performs related duties as assigned.
The ideal candidate will have experience reviewing and ensuring contractors and vendors comply with all City insurance and indemnification requirements and assists in adjudicating liability claims. The successful candidate will have a detailed understanding and application of insurance and claims practices and procedures in independently carrying out assigned duties.

Assist City's Insurance and Claims Administrator to review insurance submissions to ensure compliance with City's requirements by:- Analyzing submission of insurance documentation, for permits and contracts, to ensure compliance with City's insurance requirements; determining whether insurance coverage, and endorsements submitted by contractors and vendors comply with City's requirements.
- Working with City vendors and contractors to resolve insurance related issues; periodically working directly with brokers and carriers to clarify City requirements and seek resolution of complex issues.
- Preparing and issuing certificates of self-insurance required from City departments by external institutions; serving as liaison with the insurance carrier/broker, which sells special-event insurance coverage.
- Responding to a variety of questions from the public, City personnel and insurance companies/broker representatives related to insurance procedures, accidents, incidents and claims; following through to ensure appropriate information is provided in a timely manner.
- Assists the City's Insurance and Claims Administrator to resolve tort claims filed against the City in a timely manner by:
- Establishing initial claims reserves; determining correct loss type and damage type to accurately reflect claims data statistics.
- Investigating claims and preparing summary of findings.
- Updating claims database through posting of claims payments/settlements and closing claims files following final adjudication.
- Performing initial claim review and following up with departments to obtain information to resolve questions, discrepancies or missing information.
- Contacting claimants and witnesses for statements and related information including supporting document, etc.
- Preparing letters of rejection or insufficiency to claimants.
- Generating statistical reports to identify risk and loss trends to assist Risk and Insurance Administrator; identifying areas where courses of action are required to mitigate or eliminate loss.

- Four years of progressively responsible experience in the administration of claims and loss control programs in an insurance company, brokerage or employer risk management department.
- Experience in a public agency or handling government tort claims for public entity (s) is preferred.
The selection process may consist of a training and experience evaluation, interview panel, and/or department-level interviews.
VACANCY INFORMATION
There is currently one vacancy in the Liability and Claims Division of the City Attorney's Office. The resulting eligibility from this recruitment may be used to fill this vacancy and similar vacancies in the future.
Candidates selected for this position are subject to a one year probationary work period.
The City offers outstanding benefits, including 9/80 schedules with alternative Friday's off and a Hybrid Work Program.
Must possess a valid California Class C driver's license and comply with the City's Motor Vehicle Safety Policy during the course of employment.
Effective January 1, 2013, new members to CalPERS or an agency with CALPERS' reciprocity or who have more than a six month break in service between employment in a CalPERS (or reciprocal) agency will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive the 2% @ 62 benefit formula.
Employees who are current members of CalPERS or an agency with CalPERS' reciprocity, or who have less than a six month break in service between employment in a CalPERS (or reciprocal) agency and employment with the City will be enrolled in the 2.5% @ 55 benefit formula.
All employees are required to pay the full employee contribution to CalPERS.
