The Housing Finance and Development Division (HFDD) provides loans, grants, and allocates tax credits to fund a wide range of affordable housing activities including building, buying, and/or rehabilitating affordable rental housing. The HFDD advances the following DCA strategic goals:

  • Fostering inclusive communities free of barriers to individuals underserved by existing housing programs

SUMMARY OF THE POSITION

The Compliance Officer - Physical Inspector will provide critical support in the Office of Portfolio Management's Compliance Department; primary focus areas include, but are not limited to, scheduling inspections, performing physical inspections, reviewing third party physical inspections, following up with property owners and managers to cure noncompliance, staff training, and portfolio quality control. This position should carry out the department workflow process with little to no supervision, ensuring his/her work is completed timely and with accuracy. The Compliance Officer- Physical Inspector provides direct support to the Compliance Supervisor - In-house Inspections & Regulatory Submissions and will work to complete all assignments productively and efficiently. The Compliance Officer - Physical Inspector will collaborate to identify potential risk that may lead to exposure for the Department with federal regulatory agencies. Additional tasks include assessing and implementing policies and procedures.

MINIMUM ELIGIBILITY REQUIREMENTS

A combination of education and experience at agency discretion.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES

  • Access to an operational vehicle and current Georgia Drivers' License to travel to perform physical inspections
  • Identify complex problems and review related information to both contribute to the development and evaluation of options and participate in solution implementation.
  • Work collaboratively to develop work plans and strategies to meet the department's needs and obligations
  • Prioritize, track, and manage multiple tasks with minimal supervision ensuring effective execution of assigned tasks and projects
  • Respond to inquiries, phone calls, correspondence, and email in a timely and responsive manner
  • Communicate effectively to convey ideas, issues, goals, and interface effectively and professionally with department staff, external partners, and agency representatives
  • Review and comprehend technical documents such as federal housing regulations and associated policies and procedures
  • Manage relationships with DCA contractor auditors

PREFERRED KNOWLEDGE AND SKILLS

  • Knowledge of the Federal Low-Income Housing Tax Credit, HOME Program, and other HUD funded programs
  • Effective oral and written communication skills
  • Ability to use available information to develop viable action items in compliance with the agency's policies, procedures, and regulatory requirements
  • Ability to review, analyze and develop formal written presentations relating to a variety of issues involving portfolio compliance oversight
  • Ability to respond appropriately in challenging situations and serve as a resource to team members and internal/external stakeholders
  • Ability to coordinate and prioritize multiple tasks
  • Ability to assess and evaluate internal controls for programs and processes
  • Ability to present ideas, facts, conclusions, and recommendations clearly, concisely, and logically both orally and in writing
  • Ability to develop recommendations on a wide variety of complex issues relating to portfolio management, compliance and regulatory oversight, tracking, and oversight of consultants

WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)

This position is currently designated as a remote (Telework) position. This position is full time (40 hours per week) and may require occasional overtime. Local periodic travel may be required.

PHYSICAL/SENSORY REQUIREMENTS

Sedentary Work – Ability to exert 10 - 20 pounds of force occasionally, and/or negligible amount of force frequently to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.

Bachelor's degree in a related field from an accredited college or university OR Associate's degree in a related field from an accredited college or university AND One year of related experience OR High school diploma or GED AND Two years of related experience.
