Jamestown S'Klallam Tribe's Social and Community Services (SCS) team is searching for a part-time, benefited, Indian Child Welfare (ICW) Case Worker. The ICW Case worker is an advocate for JST children and families who have been placed in the State or JST child welfare court system, as well as serves as a liaison to assist JST families in obtaining family and child services from other provider agencies.

As an ICW Case Worker, you will:

Education, Outreach, Development, and Prevention Services

  • Meet with Tribal families and maintain contact with the parents or legal guardians of Tribal children for evaluation and planning of services for families in need.
  • Assist Youth and ICW Programs Supervisor with activities defined by the Tribes vision and mission, that will enhance programs and services to Tribal families.
  • Network with other professionals regarding child welfare needs.
  • Serve as a liaison between families and provider agencies to obtain children and family services as well as assist in clarifying regulations for those agencies not familiar with the Indian Child Welfare Act.
  • Educate internal/external agencies and community on ICWA.
  • Develop, coordinate, and implement services to improve and enhance children and family services in coordination with Youth and ICW Programs Supervisor.
  • Develop a list of Jamestown tribal citizens who are interested in becoming foster parents.
  • Assist in planning, grant writing, research, and compilation of statistical data as it relates to services for children and families.
  • Provide home visits and referrals to new mothers and their families to bridge Tribal connections and support systems.
  • Attend quarterly trainings to maintain knowledge of current laws, family system modalities, cultural competency, and best practices
  • Establish process for children to maintain cultural affiliation with JST.
  • Recruit and train eligible foster parents and emergency placement homes.
  • Coordinate with After School Program staff, youth, and families for teaching lessons, assisting with chaperoning, and transportation.

Intervention Services

  • Consult with Youth and ICW Programs Supervisor regarding any incoming Child Protective Services intakes for next steps in prevention and/or intervention services.
  • Participate in case staffing with other SCS staff under the direction of the Youth and ICW Programs Supervisor.
  • Provide court advocacy services for Tribal children who have been placed in the State or JST child welfare court system. Serve as a Court Advocate for the Indian child/family to ensure compliance with ICWA requirements, attend all court proceedings, review notifications/petitions involving deprived children (or children at risk) and take appropriate action in judicial determinations.
  • Partner with the State Child Welfare to make sure active efforts services are being implemented in child welfare cases.
  • Partner with State Child Welfare to advocate and implement family reunification services when the child is safe to return home.
  • Participate in the Local Indian Child Welfare Advisory Committee as a representative of the Jamestown SKlallam Tribe.

Record Keeping

  • Maintain case records to meet the requirements for the Indian Child Welfare program and funding sources including supplementary information such as medical records, school records, and other information deemed necessary to case tracking and evaluation of services and outcomes.
  • Maintain an active account with the State Child Welfares case management program (i.e., FamLink or its subsequent product).
  • Maintain statistical data to meet State Indian Child Welfare grant requirements and Tribal self-governance reporting requirements.

General

  • Participate in creation of resource materials for child welfare and childcare processes, programs, services, policies, procedures, and staff manuals.
  • Adhere to all JST policies and procedures, including but not limited to standards for safety, and work practices as described in the Occupational Exposure Control Plan
  • Perform additional duties as assigned.

What are the Required Qualifications for this position?

  • Bachelors degree in Human Services or a minimum of three years experience in the Health and Human Services Programs.
  • Organizational, administrative, and time management skills required to meet diverse responsibilities of this position.
  • Must be able to interact effectively with other staff, clients and the public, interpersonal skills are an important element of this position.
  • Ability to work with other local, state, and federal service agencies.
  • Must possess demonstrated written and verbal communications skills.
  • Experience and interest in working with American Indians/Alaska Natives.
  • Computer proficiency in Microsoft Suite.
  • Ability to travel locally and regionally as assigned.
  • Valid Drivers License.
  • Must be able to successfully pass criminal background investigation.

What are the Preferred Qualifications for this position?

  • Prior experience in Tribal Health and Human Services
  • Knowledge of Tribal, Local, State, and Federal Laws and Regulations regarding Indian Child Welfare.
  • Knowledge of office administrative operations, including personnel management, and compliance.
  • Excellent organization skills and the ability to prioritize multiple tasks.
  • Effective time management, decision-making, and problem-solving skills.
  • Demonstrate initiative, work independently with little supervision.
  • American Indian/Alaska Native preferences apply.

Job Type: Part-time

Pay: $23.56 - $27.09 per hour
