Position Overview

The Division of Mental Health is seeking to hire a Human Resources Representative for the Elgin Mental Health Center located in Elgin, Illinois to serve as a representative for the Elgin Mental Health Center. Monitors the facility’s vacancies, recruitment and leave processes. Processes personnel transactions. Administers employee benefit and/or leave programs including but not limited to the State Employee Retirement System, State of Illinois Group Insurance Program, State Employee’s Deferred Compensation Program and Worker’s Compensation. Provides advice and guidance to facility staff concerning benefits and leave programs. Provides guidance to Management staff concerning Department of Human Services (DHS) and Department of Central Management Services (DCMS) rules and regulations and policies and procedures; interprets and explains collective bargaining contracts language. Processes personnel transactions. Prepares disciplinary action forms.

Job Responsibilities

  • Serves as a representative for the Elgin Mental Health Center.
  • Provides guidance to Management staff concerning Department of Human Service (DHS) and Department of Central Management Services (DCMS) rules and regulations and policies and procedures, Pay Plan, Collective Bargaining Contracts, Workers Compensation and Leaves.
  • Coordinates and monitors employment related processes including Central recruitment entities relative to employing staff through eligible lists, promotions, transfers and/or reinstatement.
  • Processes personnel transactions, advises staff on more difficult or problem issues.
  • Prepares disciplinary action forms in response to requests generated by facility staff.
  • Performs other duties as require or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years of college and one year of professional experience, preferably in human resources, or satisfactory completion of an approved training program.


Preferred Qualifications

  • One (1) year of professional experience utilizing Personnel Code, Rules, Position Classification Plan, Pay Plan, Collective Bargaining Contracts, departmental policies and procedures or similar rules and regulations for a public or private organization.
  • One (1) year of professional experience maintaining and entering information into a personnel tracking and management system, for a public or private organization.
  • Two (2) years of professional experience articulating human resources administration information in descriptive terms to others not versed in the personnel system.
  • One (1) year of professional experience in a public or private organization maintaining confidentiality and handling sensitive information with professionalism.
  • Two (2) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.
  • One (1) year of professional experience generating written and/or statistical reports, using computer software such ad Adobe Acrobat Pro and Microsoft Office Suite.

Conditions of Employment

  • Requires ability to pass the IDHS background check.
  • Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
  • Requires the ability to meet all agency vaccine/health-related policies and guidance.
