Job Summary
- The College of Professional Programs at Eastern Washington University is currently seeking applicants for a Fiscal Specialist 2 – College of Professional Programs.
- This position will provide fiscal assistance and administrative management within the College of Professional Programs (CPP). The position will report to the College Financial Officer and will provide support to the Dean, Associate Dean, College Finance Officer, and the College Executive Assistant.
- Under general direction, position performs a variety of complex and varied fiscal and administrative support functions such as analyzing and developing budgets for grants, contracts, state funds, and/or program funds, establishing and maintaining comprehensive fiscal record keeping systems, analyzing, establishing and maintaining cost center and/or self-sustaining accounts, maintaining professional fee records, and coordinating diverse unit-wide fiscal support functions such as travel reimbursement, purchasing, payroll support, and fiscal planning.
- The position is expected to exercise independent judgment in developing, modifying, and maintaining multiple record keeping and reporting systems for varied and complex sources of funding; interpreting and applying rules and regulations to resolve problems; advise faculty and staff regarding applicable policies and procedures, and recommend alternative courses of action. Position uses established procedures in performing fiscal responsibilities, and ensures work is in conformance with regulations, policies and standards.
- The position requires a high degree of personal initiative, flexibility, and personal judgment in all assignments, along with strong verbal and written communication skills, ability to organize and prioritize tasks to ensure smooth workflow, excellence in work standards and a demonstrated interest in providing strong customer service.

Required Qualifications
- AA degree in Accounting, Finance, Business, or related field.
- At least two years’ work experience involving fiscal and budgetary responsibilities. Work must be beyond entry level fiscal/budgetary responsibilities such as:
- Responsibility for multiple fiscal and budgetary functions similar to the responsibilities assigned to this position (i.e., responsibility for multiple budgets, purchasing, personnel/payroll, specialized reporting, etc.).
- Part time experience may qualify but must be pro-rated to its full time equivalent.
- Additional years of relevant education may be substituted, on a year-by-year basis, for two years of the required work experience. In other words, if you have a BA degree, that would be considered equivalent to two years of experience; you would still need to offer at least one-year relevant work experience in addition to a completed Bachelor’s degree in Accounting, Finance or related field.
- Strong computer skills demonstrated by three years of successful full-time work experience using a variety of software programs including Excel, Word, databases, and data systems as follows:
- Excel, demonstrated ability to develop complex spreadsheets using advanced features, and to create spreadsheets to develop and maintain records.
- Word/MS Office, ability to perform complex tasks such as merge fields, design tables, and other advanced functions.
- Database management, ability to create new databases, enter data, sort, import/export files in database, and create reports.
- At least one-year experience using an enterprise data system, (financial) or other large, complex, multi-dimensional data system with over 10,000 records.
- Must offer superior verbal and written communication skills and a high level of professionalism.
- Demonstrated ability to maintain a superior level of organization.
- Demonstrated success handling a demanding workload with overlapping deadlines and requiring great attention to detail, perseverance, initiative, and ability to function equally well taking direction and working independently, and in an environment characterized by interruptions throughout the workday and where supervision is off-site.
- Experience maintaining electronic records and files.
- Demonstrated ability to apply a culturally responsive and flexible approach that is sensitive to the diverse needs of the students, faculty, and administrators including needs for universal access.
Preferred Qualifications
- Two or more years’ experience performing fiscal/budgetary responsibilities in a college or university environment.
- Experience in managing fiscal/budgetary responsibilities for grants, contracts, and/or sponsored programs.
- One-year full time work experience demonstrating success in handling communications with a variety of different kinds of internal and external clients, such as federal, state, city, and county government agencies, professionals in the community, internal staff/managers/administrators, students, and other constituents.

Fiscal Responsibilities
- Develop, modify, and maintain multiple record keeping and reporting systems for varied and complex sources of funding; develop procedures for implementation, execution, control and review/audit of fiscal operations;
- Develop budgets for grants, contracts, or other funding requests; prepare appropriate forms for contracts and agreements; develop, recommend, and/or establish charge schedules for cost center and/or self-sustaining accounts; calculate depreciation and amortization of equipment;
- Forecast fiscal needs/commitments; develop long-term planning documents; participate in the planning of new programs by conducting analysis of unit needs and resources and making revenue projections;
- Consult with funding agencies to resolve problems and/or obtain approval for deviation from authorized procedures or expenditures;
- Prepare specialized reports; conduct special studies to research and/or justify fiscal requests/needs;
- Evaluate unit programs through comparison of actual performance with budgeted/planned objectives; research and determine causative factors in expenditure trends; formulate and recommend corrective action;
- Analyze, modify and recommend improvements in subsidiary and general fiscal recordkeeping systems; apply knowledge of accounts and program relationships, data flow, audit trails and internal controls to design and implement financial data systems;
- Select, develop, implement and/or modify manual or automated fiscal reporting/tracking systems to address specific unit needs;
- Maintain a record keeping system for recording budget transactions; review budget reports, verify accuracy and take corrective action if necessary; reconcile budget status reports and prepare expenditure projections; notify appropriate individual of any projected or actual over- or under-expenditures;
- Purchase supplies for the Dean’s office and assist schools in purchasing as needed; to include the Faculty Computer Replacement Program; maintain purchasing records and resolve problems; review, approve and allocate purchase to proper budget and category; ensure compliance with departmental, institutional and/or granting agency policies, rules and regulations;
- Maintain personnel and payroll records; calculate salary and benefits costs; initiate, record and ensure the accuracy of personnel and payroll action documents;
- Monitor, track and prepare travel for Dean’s Staff, assist schools as needed; maintain and process travel expense records; ensure compliance with state and institution regulations and procedures; allocate travel expenses to appropriate budgets; reconcile Central Travel Account (CTA) card and ensure accuracy of coded expenses as well as maintain purchasing records and resolve problems;
- Manage and track candidate expenses, assist schools as needed; maintain and process expense records; ensure compliance with state and institution regulations and procedures; allocate expenses to appropriate budgets;
- Prepare, compile and provide fiscal reports such as year-end reports, budgetary reports, and auditing reports;
- Assist as directed with the maintenance and/or management of the Dean’s office foundation account; monitor, track and coordinate foundation donations and scholarships. Make foundation deposits and produce gift acknowledgement letters.
