Fire Management Specialist (Prescribed Fire and Fuels) Job at US Interior, Bureau of Indian Affairs
Duties
You may be responsible for emergency stabilization and rehabilitation (ESR) or other community assistance programs. Your duties will include, but are not limited to:
- Coordinates multidisciplinary and interagency field studies related to fuels management program issues to determine the effectiveness of treatments.
- Performs fiscal analysis, formulates the annual fuels management budget, and maintains a system of accounts to track program expenditures.
- Provides professional guidance and assistance to other resource program managers on the use of wildland fire to enhance, restore and protect ecosystems.
- Implements and administers wildfire incidents, and other fuels management activities to ensure targets are achieved, management objectives are met, and mitigation measures are adequate.
- Engages or participates in the hiring process for subordinate employees.
- Evaluates work performance of subordinates, setting standards, monitoring, and final evaluating subordinate performance.

Qualifications
Basic Requirement:
- Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position. OR
- Combination of education and experience: A combination of education and experience to a major (i.e., 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to Natural Resources; PLUS appropriate experience or additional education.
Specialized Experience:
For the GS-09 level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-07 grade level or its non-Federal equivalent that demonstrates: Planning and/or implementing prescribed fire or managing wildfire to ensure resource objectives can be met from a fire management standpoint; Developing and/or implementing initial attack incident management strategies and tactics to meet the stated resource objectives; Implementing mitigation measures during wildland fire activities to protect sensitive habitats, endangered species, sensitive plants, or cultural values. OR Successful completion of two full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree. OR A combination of specialized experience and education.
For the GS-11 level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-09 grade level or its non-Federal equivalent that demonstrates: Reviewing and evaluating fire management plans for potential adverse impacts to cultural and natural resources; Conducting field inspections before and after prescribed or wildland fires to determine if resource objectives were achieved and/or evaluating the effectiveness of actions taken; Analyzing the ecological role of fire and its use and/or exclusion, and smoke management. Performing forest and/or range inventory methodology and procedures; analyzing fuel loadings and determining appropriate fuel treatment methods and programming. OR Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or Ph.D. or equivalent doctoral degree. OR A combination of specialized experience and education.
Combining Education and Experience: When combining education with experience, first determine the total qualifying education as a percentage of the education required for the grade level; then determine the experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level.
Selective Placement Factor: The applicant must have possessed all the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position:
- Prior on-the-line firefighting: This position requires a minimum of 90 days of previous wildland firefighting experience which provided knowledge of the techniques, policies, and practices of wildland fire management. Wildland fires are categorized into two distinct types: 1) Wildfires - unplanned ignitions or prescribed fires that are declared wildfires; 2) Prescribed Fires - Planned ignitions. This description includes only fire line experience on a Prescribed Fire; it does not include experience in the planning stages. This experience must be documented in the online application or resume with specific to and from dates, description of work performed, and hours worked per week.
- This position is one of the key fire management positions under the lnteragency Fire Program Management (IFPM) Standard. This position has been categorized as a Prescribed Fire and Fuels Specialist - High Complexity and requires the following selective factors: Prescribed Fire Burn Boss Type 2 (RXB2) or higher and Incident Commander Type 3 (ICT3) or Task Force Leader (TFLD) or Helibase Manager Type 1 (HEB1) or higher. You must provide a current copy of your Incident Qualification and Certification System (IQCS) master record or other agency equivalent documentation which verifies you meet the required NWCG qualifications for this position when submitting your application. Please indicate which of the following qualifications or training certificates you possess:
- Primary Core Requirement: Have held or currently hold the following NWCG qualification: Prescribed Fire Burn Boss Type 2 (RXB2) or higher. AND
- Secondary Core Requirement: Have held or currently hold ONE of the following NWCG qualifications: Incident Commander Type 3 (ICT3) or Task Force Leader (TFLD) or Helibase Manager Type 1 (HEB1) or higher.
You must meet all selective placement factor requirements by the closing date of the announcement.
This is a secondary firefighter position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits (normally through submission of your SF-50).
