NCW Libraries serves five rural counties (Chelan, Douglas, Grant, Okanogan, and Ferry) in Washington State. Geographically, it is the largest of Washington’s library systems, covering nearly 15,000 square miles. Our 30 branches serve a population of nearly 280,000 people.

The library service area is known for abundant production of apples, cherries, wheat, and other commodities. The tourist industry is robust and growing. Leavenworth, Chelan, and the Methow Valley are premier destinations for vacations from across the state. A technology boom centered in Grant County is fueled by hydroelectric power rates that are the lowest in the nation.

Our administrative offices are located in the city of Wenatchee. The Wenatchee Valley enjoys an abundance of recreational opportunities surrounded by the natural beauty of the Cascade Mountains, the Columbia River and more than our fair share of sunshine. The area is thriving, evident by a steady increase in population, and a strong, diverse economy. The area’s natural beauty and abundance of recreational opportunities lead the reasons people come to visit and to live here. Residents and visitors alike enjoy the Apple Capital Recreation Loop Trail, a paved 26-mile pedestrian and bicycle path that meanders along the banks of the Columbia River, crossing at two points, connecting the cities of East Wenatchee and Wenatchee. Hikers, mountain bikers, runners, snowmobilers, and equestrians enjoy the vast array of trails, which cover more than 2,600 acres. In addition, Mission Ridge Ski Area, 12 miles from downtown Wenatchee, offers a 2,250-foot vertical drop with 2,000 acres of trails, chutes, screamers, and bowls, as well as breathtaking views.

The region treasures its performing and visual arts, which add to our rich cultural diversity and history. The Wenatchee Valley Museum and Cultural Center shares our stories with exhibits like the Ice Age Mystery, our Native People of the Columbia Plateau, the Great Northern Railway Connection, a full-scale apple industry exhibit, as well as a Miss Veedol exhibit that showcases the first non-stop Trans-Pacific flight from Misawa, Japan to East Wenatchee in 1931. The combination of rotating exhibits, First Friday Art Walks, and children’s maker space activities make the museum fun and informational. The Town Toyota Center, home of Wenatchee Wild Hockey team of the BCHL, hosts world-class entertainment, year-round ice skating and an array of activities ranging from bull riding shows to quilt shows. The Numerica Performing Arts Center is our finest playhouse featuring live performances of Broadway Shows, the Wenatchee Valley Symphony, Stage Kids, and more.

The Valley’s economy remains connected to the Seattle Metro area, which sits a two-and-a-half drive, or a short 20-minute flight, over the beautiful Cascade Range. Spokane and the Tri-Cities are also a two-and-a-half-hour drive away, putting almost all of Washington State within a morning’s trip.

Wages & Benefits
FLSA Status: Exempt
Hours: Full-Time
Wage: Grade U, $96,740.87 - $130,011.64; placement is typically within the first half of the salary scale, but negotiable based on qualifications and experience.
Bargaining Unit: Not represented

Position Summary:
The Finance Director leads NCW Libraries financial planning and management efforts to include budget development, monitoring, reporting, forecasting, and policy setting regarding fiscal procedures. The Finance Director has a comprehensive range of financial planning and management responsibilities, overseeing annual budgets across the district’s 30 libraries located in five counties. Manages financial core services to include accounts payable, payroll, procurement, financial reporting, contracting and grants. The Finance Director is a member of NCW Libraries executive leadership team and is key to leadership’s vision of trust and financial transparency. This position reports to the Executive Director and supervises the Payroll and Benefits Manager, Accounts Receivable, Accounts Payable and Accounting Technicians. The Finance Director presents financial reports to the Board of Directors monthly and ensures their understanding.

Essential Duties & Responsibilities:

  • Prepares all financial statements.
  • Develops and monitors the library district’s budget. Provides guidance and strategic partnering regarding fiscal management and planning.
  • Develops and produces specialized financial reports requiring high levels of sophistication and complexity. Forecasts trends, analyzes performance results and addresses financial concerns.
  • Develops, modifies, and maintains record keeping and reporting systems for funding. Develops procedures for implementation, execution, control, and review/audit of fiscal operations.
  • Ensures appropriate internal accounting controls.
  • Develops and implements financial terms/formulas needed to obtain revenues.
  • Cultivates positive, mutually beneficial relationships with the executive leadership team, managers, direct reports, and staff at all levels of the organization.
  • Negotiates and administers contracts and grants.
  • Develops, manages, and directs the work and processes of the finance office personnel.
  • Monitors and adjusts projected and actual revenues and expenditures on an ongoing basis.
  • Directs the preparation of payroll, daily deposits, procurements, accounts payable, vouchers, and monthly/quarterly usage statistics.
  • Oversees and reviews the filing of quarterly and annual reports to include federal tax, employment security, DOR, state tax, 1099’s, and social security annual wages.
  • Performs forecasting, reporting, variance analyses and other financial analyses/reports as required.
  • Serves as a primary point of contact for the state auditors, county treasurers, and vendors.
  • Determines annual fees from contracting cities and monitors receipts.
  • Participates in board, committee meetings and other leadership activities as required.
  • Acts ethically and honestly, applying these standards to daily work activities and interactions.
  • Pursues transparency and openness when appropriate.
  • Gives and welcomes constructive, respectful feedback.
  • Maintains confidentiality.

Required Qualifications
Education & Experience:

  • Bachelor’s Degree in Accounting, Finance, or related discipline plus 3-5 years of progressively responsible accounting experience, or other equivalent combination of education and experience.
  • CPA or MBA preferred, but not required.

Knowledge, Skills & Abilities:

  • Extensive experience applying financial and accounting practices including reporting information, internal controls, and variance analysis.
  • Knowledge of state auditing, tax, wage, and security reporting.
  • Must be proficient in the Microsoft Office Suite with the capacity to learn new software programs.
  • Must have excellent analytical abilities and the ability to read and write reports effectively.
  • Must possess strong organizational skills, establish priorities, and meet deadlines.
  • Must be detail-oriented and possess exemplary follow through.
  • Must have strong verbal and written communication.
  • Must have a focus on collaboration and be able to work well in a team environment, both as a leader and as a team member.

Work Environment & Physical Demands:

  • Work is performed primarily in an office environment while sitting or standing for extended periods of time. Multiple interruptions, troubleshooting, and problem-solving are illustrative of the environmental requirements of the position.
