Company Overview


Battelle manages and operates the National Ecological Observatory Network (NEON) program, which is solely funded by the National Science Foundation. A 30+ year project dedicated to understanding how changes in climate, land use and invasive species impact ecology, the observatory’s scientists and engineers are collecting a comprehensive range of ecological data on a continental scale across 20 eco-climatic domains representing US ecosystems. Our teams use cutting-edge technology, including an airborne observation platform that captures images of regional landscapes and vegetation; mobile, relocatable, and fixed data collection sites with automated ground sensors to monitor soil and atmosphere; and trained field crews who observe and sample populations of diverse organisms and collect soil and water data. Once structures are completed, a leading-edge cyberinfrastructure will calibrate, store and publish this information. The Observatory includes more than 500+ personnel and is the first of its kind designed to detect and enable forecasting of ecological change at continental scales.

Job Summary

We are currently seeking a Manager of Facilities, Engineering, Maintenance, and Construction (FEMC Manager) to support efforts in our Research Infrastructure Business Line associated with the National Science Foundation (NSF) Office of Polar Programs (OPP) Arctic Research Support & Logistics Services (ARSLS) Program. Battelle's Research Infrastructure Business line manages large, multi-year, complex programs in diverse and extreme environments that provide unique capabilities used by the scientific community to conduct transformative level research. The NSF OPP ARSLS Program provides support to NSF-funded researchers conducting wok in the Arctic through planning and executing logistics, as well as building and maintaining facilities.



Note that this position can be supported from an office location in Boulder, CO or remotely for well-qualified candidates.



The FEMC Manager will serve as the Manager of existing facility maintenance, upgrade, and demolition projects. The position also submits and manages engineering projects internally and through subcontractors to support multiple, new and upgrade construction and facility projects. These projects are regionally located across the Arctic, with the majority in Greenland and Alaska at program stations, bases, and field camps. The FEMC Manager position works closely with the Summit Recapitalization Manager, the Summit Recapitalization Design-Build Manager, the Construction Planner, the Construction Manager, FEMC Project Managers, and FEMC Superintendents, assuring projects, resources, and budgets are planned, and coordinated efficiently and appropriately.



Th FEMC Manager is the primary POC and interface for both internal program stakeholders and the external NSF client regarding planning and execution of scope, cost and schedule performance for all FEMC projects, from conception to completion. In this capacity, the FEMC Manager will manage complex, single and multi-year projects requiring coordination of geographically dispersed teams. This will include strategic project planning consistent with NSF client expectations for operations, development and implementation of project execution plans, and management of project cost, schedule and performance.



This position is a “key personnel position” on the ARSLS Contract, requiring NSF approval of candidate selection.

Responsibilities

  • Serves as a member of the Battelle Arctic Research Operations (ARO) Program Management Office (PMO), which serves as the leadership group for the Battelle Team supporting the ARSLS Program.
  • Represent Battelle in engagements with the NSF client, other Federal Agencies, and other key external stakeholders in order to communicate status and other details concerning facilities, maintenance, engineering, and construction projects.
  • Lead broader team of Program Stakeholders and Domain experts to identify and prioritize specific scope and projects required.
  • Lead a broader team including a Planner, Construction Manager, Project Managers, Field Superintendents, Seasonal Tradespeople, and Domain Experts to develop plans and methods for projects.
  • Provide direct oversight and guidance of deployed and non-deployed field Project Managers to accomplish FEMC efforts in accordance with approved program/project plans
  • Lead a broader team to prepare resource loaded schedules with milestones for subsequent tracking/reporting of performance of FEMC projects against plan
  • Directs utilization of Battelle policies, processes and procedures to collect and review financial and performance information to determine project status, identify significant variances, and initiate corrective actions to achieve project objectives.
  • Ensures key deliverables (weekly, monthly, and annual reports, project execution plan, etc.) are developed, completed and submitted to the client in accordance with required submittal dates.
  • Proactively communicates with clients to ensure they are an integral part of projects for clarification of requirements and regular assessment of implementation progress. Builds client relationships to sustain and expand business opportunities. Influences client opinion on future project directions. Influences customer's plans and priorities as related to the projects.
  • Guide projects, as well as task managers and staff in using configuration management and control processes to manage project changes.
  • Establishes strategies for using cost and schedule performance data analysis in making project decisions to ensure timely and cost-effective delivery of specified services and products.
  • Ensures compliance with change management policies and processes to evaluate changes, examine options, and make responsible decisions regarding scope, schedule and performance change.
  • Ensures that control is exercised over budgets, acquisitions, schedules, configuration, risk, and technical performance throughout project executions.
  • Represents Battelle to senior leadership in client organizations. Prepares and presents to internal and customer senior leadership to provide reviews and updates on technical aspects, cost, and schedule.
  • Manages long-range and master planning process for facilities and infrastructure. Manages facility and infrastructure maintenance program, including Computerized Maintenance Management System (CMMS).
  • Manages energy and emissions management initiatives and reporting.
  • Ensures safety policies and regulations are integrated into Project Plans. Ensures the projects conduct safety assessments. Establishes guidelines for ensuring that adequate safety assessments are performed.
  • Knows, understands and applies Battelle business management processes and procedures. Implements Project Management best practices and management policies. Understands, embraces and executes relevant Quality Systems and applicable industry regulations.
  • Maintains a thorough understanding of and ensures compliance with applicable government and industry regulations.

Key Qualifications

  • Bachelor's degree in a technical field from an accredited institution with 10 or more years’ prior experience successfully managing large, complex research-oriented and/or construction projects in Polar Regions with complex logistics, OR equivalent combination of education and experience.
  • Project Management Professional (PMP) accreditation, or demonstrable evidence of equivalent corporate/organizational training in project management.
  • Be willing and able to deploy to Summit Station, Greenland for 2-6 weeks each year in an oversight capacity.
  • Outstanding leadership and interpersonal skills with a management style that encourages open expressions of ideas and opinions while maintaining organized progress. Demonstrated ability to work in and foster a collaborative work environment without losing focus or sacrificing progress.
  • Demonstrated ability to work effectively and collaboratively with individuals from a wide range of professional backgrounds and career stages. Ability to bridge competing views and work across diverse cultures, while being decisive.

SALARY


Salary: $118,500.00 – $219,300.00 a year
This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience and other relevant factors.

Preferred Qualifications

  • An advanced degree (M. S. or PhD) in a science/technical discipline
  • Significant experience with cold-region construction projects beyond transportation or linear utility projects
  • Prior experience working with the National Science Foundation (NSF) Office of Polar Programs (OPP)
  • Prior experience establishing and managing engineering or design/build subcontracts
  • Experience with Arctic-related requirements, permitting, environmental, and local community concerns
