Responsibilities:
This position serves as the coordinator for all of BTRP’s contracted training activities, including training proposals, training material review, and proposed country partner participation. This role requires direct support to Government Training Client and engagement across all BTRP Divisions. The training program works closely with both domestic and international partners to enhance the skills in biological safety, security, and surveillance.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

This position will function as the Advisory and Assistance Service (A&AS) Training Coordinator for the DTRA Cooperative Threat Reduction’s (CTR) Biological Threat Reduction Program (BTRP). BTRP strengthens the capabilities of partner nations and the international community to prevent, detect, and prepare for outbreaks caused by pathogens. BTRP is primarily a program management role that requires implementation and oversight of DoD acquisition strategies to carry out international threat reduction activities. The Science Team provides interdisciplinary technical expertise and coordination to the BTRP mission throughout the acquisition life cycle, from initial needs assessments through project closeout. The Science Team integrates with the Project Teams to ensure scientific and process rigor in project planning and implementation. Science Team activities contribute to, exercise, and validate capabilities in partner nations, regions, and globally in accordance with defined target end states.

DUTIES
- Receive and coordinate technical, public affairs, and foreign disclosure reviews and approvals, and records management for Training Event Plans (TEP), Training Implementation Plans (TIP), and Training Trip Reports (TTR)
- Collaborates with Technical Subject Matter Experts (Tech SME) to develop course goals and content materials, through material review process.
- Maintains a Training Coordinator Guide for the Contract Training Team as well as a Training User Guide for BTRP staff
- Leads program support documentation for records and knowledge management purposes
- Evaluates program documentation, guidance, standards, standard operating procedures, and job aids, recommends improvements to them, and drafts revisions to them and plans to implement the proposed process improvements
- Manages BTRP Training email account
- Drafts official correspondence
- Manages SharePoint environment for new training developer accounts, and maintains up-to-date archives on SharePoint of approved training materials
- Other duties as assigned.
REQUIRED SKILLS AND QUALIFICATIONS:
- Secret level clearance (minimum) or ability to obtain a clearance
- Bachelor’s Degree in related field
- Demonstrated proficiency with Microsoft Office tool suites
- Ability to work independently and work effectively in a team
- Strong customer service skills
- Strong attention to detail, excellent communication, critical thinking and problem solving skills
- Excellent organizational and written/oral communication skills
- Ability to work on multiple projects, including resourcing, tracking, follow-up and follow-through to project completion
- Ability to be on site in Lorton, VA, up to 100% of the time
DESIRED SKILLS AND QUALIFICATIONS:
- Expert-level customer service skills
- 1+ years’ experience policy analysis or law is highly preferred
- DTRA CTR or Weapons of Mass Destruction (WMD) or Counter WMD experience is highly preferred
