Job Summary:

Performs routine quantitative and qualitative field and laboratory operations, such as sampling, testing, measuring, and assessment, to plan, monitor and report environmental compliance, including air, ground water or water pollution; biological or cultural resources; Resource Conservation and Recovery Act (RCRA), solid, and radioactive waste and materials; and/or National Environmental Policy Act (NEPA), ISO 14000 and pollution prevention; and consent orders.

Environmental Technician 3 is considered skilled/fully proficient. Applies knowledge of the job, and Laboratory policies and principles to complete a wide range of tasks. Has complete understanding and wide application of technical principle, theories, and concepts in the field. Also has general knowledge of other related disciplines. Assignments are usually focused while working within established priorities, procedures, processes, requirements, or specifications. Priorities and tasks are usually prescribed. Expected to provide technical solutions to a wide range of difficult problems. Solutions are imaginative, thorough, practicable, and consistent with organization objectives. Impact of work is usually limited to a well-defined area of a project or specific assignment. Incumbent performs normal aspects of job with little or no direct supervision. General instructions are given for new assignments. Work is occasionally reviewed for soundness of judgment, overall adequacy, and accuracy. Some contributions for original work are expected.

Job Requirements:

As an Environmental Technician 3, you will work directly with various organizations to provide cradle to grave operational control and oversight of all waste generating activities throughout LANL. Specific duties may include, but are not necessarily limited to handling, packaging, and storing drums and/or other containers of waste, operate mechanical lifting equipment to include electric and gas-powered forklifts and drum handlers, manage RCRA waste storage areas including knowledge of chemical storage, segregation, and handling requirements. Technicians will also contribute to Integrated Work Documents, Detailed Operating Procedures, or other work planning documents, generate profiles and track waste in the Waste Compliance and Tracking System (WCATS), perform waste area inspections, container inventories, request analysis, submit waste disposal requests and maintain compliance related documentation.

Minimum Job Requirements:

Professional Level Experience: Demonstrated knowledge and experience performing cradle to grave waste management including characterization, processing, packaging, storage, and disposal of solid and liquid RCRA hazardous waste, non-hazardous waste, biological waste, New Mexico Special Waste, Universal Waste, PCB Waste and Radioactive Waste.

Regulations/Compliance: Demonstrated knowledge of applicable local, state, and federal laws and regulations relating to the handling of solid, liquid, hazardous, radioactive, and/or mixed wastes; advanced understanding of work hazards, safety practices, operating configurations, advanced ability to understand inspection requirements and/or characterization data on waste containers.

Policy/Procedures: Demonstrated knowledge of the Laboratory's waste handling policies, practices, and procedures; demonstrated experience managing Radioactive and RCRA waste storage areas including knowledge of chemical storage, segregation, labeling and handling requirements; knowledge in the preparation of waste handling reports.

Training/Certifications: Ability to maintain relevant certification and training requirements for the performance of their duties (e.g., WMT, WMC).

Required Qualifications:

Active or transferable Q/L clearance, and Human Reliability Program (HRP) Certification.

Successful experience in coordinating cradle to grave management and disposition of non-hazardous, hazardous, chemical, and radioactive wastes

Knowledge of LANL s organizational structure, technical areas, and facilities

Experience and knowledge of LANL s waste management policies, practices, and procedures

Current or previous qualification as a waste professional in a Department of Energy facility

Chemical lab packing experience

Essential Job Functions (can perform with or without reasonable accommodation):

May require extended work hours or occasional shift work.

General work environment may include but is not limited to outdoors, working alone, working extended shifts, operation of motor vehicles, operation of specialized heavy equipment (i.e., forklift), R&D laboratory settings with corresponding chemicals and hazards.

Education
Position typically requires two to four years extensive experience gained through training in specific field and a technical institute graduate or associate degree may be preferred or an equivalent combination of education and experience.
