Under direction of the Director, Facilities & Energy Management, the System Safety & Environmental Health Leader shall assist in ensuring a safe and healthy environment of care for patients, employees, volunteers, and visitors for Trinity Health Ann Arbor (THAA). Primary responsibilities include designated Safety Officer for THAA, ensure environmental regulatory compliance for THAA, Trinity Health Livingston (THL), & Chelsea hospitals and related buildings, plus health system guidance for The Joint Commission Environment of Care and Life Safety Standards.ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Occupational Safety and Health
- Lead or participate in various committees/task groups and investigations addressing occupational safety and health injuries or illness such as Slip, Trip & Falls (STFs), sharps injuries, safe patient handling injuries, workplace violence, and hazardous material exposures. Identify root causes and implement process improvements to move the organization to Zero Preventable Harm.
- Lead or coordinate Indoor Air Quality (IAQ) and other industrial hygiene investigations as needed to address IAQ complaints, etc. by identifying and controlling environmental hazards.
- Assist or coordinate with Clinical Lab leadership to assure semi-annual monitoring of formaldehyde and xylene vapors in Lab Areas, follow up on identified issues, and maintain regulatory records.
- Assist or coordinate with Facilities & Engineering leadership to assure execution of semi-annual Waste Anesthetic Gas (WAG) monitoring program, assist in correcting identified issues, and maintain regulatory records.
- Respond to Michigan Occupational Safety and Health Administration (MIOSHA) inspections and/or investigations including notice of complaints in concert with Trinity Legal team, Employee Health Services, and other department leadership. Participate in Facility Inspections and assist as needed in responding to citations by documenting corrections to findings.
- Assist in managing Occupational Safety and Health Administration (OSHA) Hazard Communication program working with Supply Chain, various hospital departments, and contractors to maintain chemical inventory and access to Safety Data Sheets (SDSs) through the SDS online program and database.
- Manage elements of the Respiratory Protection Program including policy updates.
- Manage Eyewash Inspection Program including maintaining documentation.
Facilities Safety
- Participate in state and local Fire Marshal Inspections. Assist with corrective measures on findings and providing documented responses to the authority having jurisdiction (AHJ).
- Participate in insurance company site inspections. Assist with corrective measures on recommendations and providing documented responses.
- Investigate and/or respond to VOICE report incidents in concert with Clinical Quality, Safety and Risk, Clinical Engineering, Grounds, and other affected departments to address incidents involving patients and visitors.
- Participate and contribute in construction planning meetings to assure proper safety features are included in designs.
- Complete Interim Life Safety Measures (ILSM) Risk Assessments as necessary in concert with impacted departments and contractors.
- Assure Facility Life Safety Drawings remain current and accurate to reflect building changes.
- Assist with addressing Life Safety deficiencies with Facilities, other departments, and contractors as needed.
- Serve as Safety Officer for the Water Safety Committee. Assist Facilities leadership to assure required water safety testing and documentation is compliant with regulatory requirements
- Participate in Facilities & Engineering’s Manager on Call rotation.
Environmental Regulatory Compliance
- With contractor support, manage Permit to Install air permit requirements including participation with State inspections, collection of fossil fuel emissions data, and submission Michigan Air Emissions Reporting System (MAERS) reports & maintenance of records.
- With contractor support, manage Wastewater Permit requirements including inspections, wastewater sampling, reporting, and maintaining of records.
- Manage requirements of the Resource Conservation and Recovery Act (RCRA) Hazardous and Universal Hazardous Waste program. In concert with Environmental Services, Clinical Labs, and other departments and contractors assure proper handling, collection, labeling, packaging, and shipment of hazardous waste. Ensure required training is provided to Waste Handlers and weekly RCRA inspection is conducted and documented. Maintain all records as required.
- Manage requirements of the Regulated Medical Waste (RMW) program. Assure proper handling, collection, labeling, packaging, and shipment of RMW by Environmental Services, Clinical Labs, and other departments. Ensure required training is provided to Waste Handlers. Maintain all records as required.
- Maintain Integrated Contingency Plan elements as required.
- Assist with Underground Storage Tank (UST) compliance inspections and maintain records as required.
- Assist in spill remediation and follow up.
Incident Command
- Participate in Emergency Preparedness drills and/or observe and evaluate drill effectiveness as assigned .
- Serve as and perform the duties of the Safety Officer in the Incident Command Structure.
- Partner with Emergency Management leadership to support current & future incidents and regulatory requirements.
- Maintain required Federal Emergency Management Agency (FEMA) National Incident Management System (NIMS) Certifications.
The Joint Commission (TJC) Accreditation
- Serve as Chairperson and manage agenda for the System Environment of Care (EOC) Safety Committee.
- Revise, or assist others to revise, Environment of Care Functional Area Management Plans for Safety, Security, Hazardous Materials & Waste, Fire Safety, and Utilities.
- Assure quarterly reports for each functional area is completed and presented to the System EOC Safety Committee.
- Assure annual Management Plan Evaluations are completed and presented to appropriate committees, quality, and leadership groups.
- Manage and revise policies related to the Environment of Care and Safety as needed.
- Participate in multidisciplinary EOC Safety rounding. Identify Environment of Care, Life Safety (LS), Infection Prevention, and facility safety issues and ensure follow up on corrective actions and associated documentation.
- Represent the organization as Safety Officer for TJC triennial Accreditation Surveysand participate in all mock survey activity, readiness audits, and related training activities.
- Work in concert with other departments and leaders to assure continuous readiness for all Elements of Performance for the Environment of Care and LS Chapters of the Joint Commission Standards.
REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATION/LICENSURE
- Bachelor’s degree in occupational safety and health or related fields, or equivalent combination of education and experience.
- Preferred experience includes:
- Developing safety programs and ensuring compliance.
- Managing safety materials and programs.
- Emergency response.
- Recordkeeping and reporting.
- Developing and conducting training, education, and investigations.
- Three to five years of progressively more responsible work experience.
- Preferred certification as Certified Healthcare Safety Professional (CHSP) or related safety certification
REQUIRED SKILLS AND ABILITIES
- Working knowledge of current laws and regulations as they apply to healthcare facilities.
- Interpersonal relationship building to work with leaders in all levels of the organization to both help them understand the importance of occupational safety & health and engage them to play an active role to ensure the safety of the organization.
- Strong analytical skills are necessary to provide solutions for a safe and healthy environment.
