Join the Environmental Management Division of the Department of Public Works in administering water quality programs and implementing watershed improvement projects. The Environmental Management Division is responsible for compliance with the County’s Municipal Separate Storm Sewer System (MS4) Permit, the inventory and inspection of the County’s stormwater system, review and inspection of erosion and sediment ,and stormwater management controls for development projects, public outreach and education regarding the County’s clean water initiatives, and the implementation of watershed improvement projects including stormwater retrofits, stream restoration, and other water quality best management practices.
ABOUT THIS ROLE:
Qualified candidates will have a strong background in environmental science, environmental policy, environmental/civil engineering, or similar subject matter. The person will work with the various teams within the environmental management division and other divisions/departments to ensure compliance with the County’s MS4 Permit. The individual will be responsible for managing the Illicit Discharge Detection and Elimination Program, including overseeing inspection staff, managing the tracking, and reporting of compliance actions, issuing violations, and pursuing corrective actions. In addition, the individual will be part of a project management team implementing watershed improvement projects such as stormwater retrofits, stream restorations and other water quality improvement projects. As part of that effort, the individual will also oversee the action planning, pollutant reduction calculations, tracking, and reporting associated with the Chesapeake Bay TMDL requirements.
PREFERENCES:
A bachelor’s degree in environmental science, civil engineering, water resources engineering or related field. Experience with environmental policy and regulations, stormwater management, water quality, monitoring, analysis, and reporting. Working knowledge of inspection methods applied in industrial and environmental assessments. Project management and/or construction management experience. Experience with development and implementation of standard operating procedures for environmental compliance programs. Experience with water quality sampling and analysis (for various physical, chemical, biological parameters) and interpretation of results. Knowledge of Municipal Separate Storm Sewer System (MS4) Permits and Illicit Discharge Detection and Elimination programs. Ability to effectively communicate technical information both verbally and in writing, to include preparing clear and concise technical reports and delivering public presentations. Familiarity and understanding of water quality improvement projects including stormwater retrofits and stream restorations.
This position may be underfilled as an Environmental Analyst if the selected candidate does not meet all the education and experience qualifications for the Senior Environmental Analyst position.
SCHEDULE REQUIREMENTS: Monday through Friday, 8:30am to 5:00pm
SPECIAL REQUIREMENTS: Valid Driver’s License
ENTRY SALARY RANGE: $66,742 - $98,379
