Description:

Performs technical and administrative work related to department operations including water and sanitary sewer utilities, streets and sidewalks, storm water, administration, and environmental services, conducting studies and assessments, overseeing the management of all phases of complex civil engineering public works construction and repair projects, ensuring compliance with Federal, state, and local environmental laws, preparing and submitting reports, and related work as apparent or assigned. Work is performed under the general direction of the Engineering Technician II or Town Engineer.

Essential Job Functions

  • Performs engineering duties for town operations including streets and sidewalks, stormwater, and environmental services; assists in the management of all phases of complex civil engineering public works construction and repair projects including defining the scope of the project, coordinating permitting and public utility agencies, performing research and review, preparing environmental documents, applying engineering principles and practices to specific problems, coordinating construction schedules, preparing and reviewing cost estimates, and ensuring compliance with Town and project requirements.
  • Attends various meetings with other departments, elected officials, outside agencies contractors, engineers, developers, architects and the general public in providing and acquiring information and coordinating engineering matters.
  • Reviews engineering and design services performed by town on-call engineering consultants by reviewing and approving drawings, calculations, and other work.
  • Assists in the development of consultant requests for proposals (RFPs); assists with evaluating proposals and recommends project award; assists with administering contracts after award; ensures compliance with standards and specifications and time and budget estimates; analyzes and resolves complex problems that may arise; recommends field changes as required; provides complete project management.
  • Analyzes engineering plan design, specifications, and consultant and staff comments in accordance with design requirements and municipal standards and regulations; recommends approval or additional engineering changes or conditions; represents the Town’s engineering interests in Technical Review Committees (TRC), partnership meetings, etc.
  • Assists in managing the Town's storm water permitting program.
  • Reviews Town right of way encroachment and driveway permits.
  • Creates and maintains Town standard details and specifications to be in compliance with federal, state, and local laws.
  • Assist other departments with Town-wide planning, design, and construction issues.
  • Responds to inquiries and complaints; investigates, negotiates and resolves sensitive and controversial issues.
  • Ensures compliance with federal, state and local environmental laws; prepares and submits reports as required while maintaining up to date knowledge of industry trends and innovations.
  • Reviews and evaluates work methods and procedures.
  • Assists with CIP planning activities.
  • Performs work during emergency or disaster situations upon request and as assigned by management.
  • Assists in managing the Town’s utility as-built and closeout process, including obtaining as-builts and certification documentation.
  • Performs other duties as assigned.
  • Integrates and aligns with organizational culture and leadership philosophy.
Requirements:
  • Bachelor’s degree with coursework in civil engineering, environmental engineering, or related field and moderate experience in civil engineering, construction administration, maintenance, planning, and design including moderate supervisory experience, or equivalent combination of education and experience.
  • Possession of an Engineer in Training certification upon hire or ability to obtain within one (1) years of hire
  • Possession of an appropriate driver's license valid in the State of North Carolina.
  • Possession of or ability to obtain Storm water SCM Inspection & Maintenance certification within six (6) months of hire.
  • Possession of or ability to obtain OSHA 10-hour certification within six (6) months of hire.

Knowledge, Skills, and Abilities

  • Comprehensive knowledge of the principles and practices of civil engineering.
  • Comprehensive knowledge of municipal public services administration, planning, and design including the local, State, and Federal laws and regulations that regulate their development and operation.
  • Comprehensive knowledge of engineering plans, blueprints, drawings, and technical data.
  • General knowledge of maps, GIS, and GPS.
  • General knowledge of CAD.
  • General knowledge of bid documents, deeds, easements, and other legal documents.
  • Knowledge of street design and roadway maintenance, water and sewer system design and maintenance, and storm water design and maintenance.
  • Ability to review and analyze plans and specifications for the construction of public utilities facilities.
  • Ability to formulate comprehensive operational policies and procedures.
  • Ability to prepare technical reports.
  • Ability to perform mathematical and engineering computations with precision.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to perform work during emergency or disaster situations upon request and as assigned by management.
  • Ability to establish and maintain effective working relationships with consultants, elected officials, engineers, architects, contractors, developers, management, and the general public.

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing, frequently requires sitting, and occasionally requires standing, walking, and using hands to finger, handle or feel; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderate noise location (e.g. business office with copiers/printers, light traffic).

Hiring Range: $56,935.42- $63,678.28

Salary within the hiring range will be determined based on relevant and verifiable work experience.
