We are looking to find a highly qualified leader to serve as the Department’s Education Program Consultant for Science of Reading & Dyslexia in the Bureau of Learner Strategies and Supports. Please note, in order to be considered for this position, you must demonstrate experience and be highly trained in dyslexia, and have field experience in screening, identifying, and treating dyslexia and related disorders.
This person will provide key leadership and oversight for the Department.
- Support scaling and implementation of evidence-based instructional practices aligned to the science of reading in providing class-wide, small group, and individual-student instruction/interventions and supports across the state for students diagnosed with dyslexia or those that demonstrate characteristics of dyslexia, struggling readers, and students with IEPs. This includes participation in existing statewide collaborative implementation and scaling structures, including: 1) facilitation of or membership on statewide development and delivery teams; 2) providing technical assistance focusing on needs assessment, implementation, and evaluation of instructional efforts; 3) using implementation science to support scaling and implementation efforts.
- Participate on Department internal teams to integrate statewide (Department of Education, Area Education Agencies, local districts/schools, accredited nonpublic schools, and other stakeholder groups) efforts related to instruction aligned to the science of reading within a multi-tiered system of support (MTSS). This work includes helping to establish consistency in information and resources related to explicit and systematic instruction, direct instruction, structured literacy, specially designed instruction (SDI), and other evidence-based instructional approaches used with students diagnosed with dyslexia or those that demonstrate characteristics of dyslexia, struggling readers, and students with IEPs, and the relationship between these approaches and those used with all students.
- Provide guidance related to implementation of explicit and systematic instruction as part of interventions for students diagnosed with dyslexia or who demonstrate characteristics of dyslexia, struggling readers, and students with IEPs, including staying current on both federal and state requirements, and communicating to Iowa stakeholders the implications and connections for students.
- Serve as regular or ad hoc team member and instructional expert on internal committees and work teams, including, but not limited to district and AEA site visits. This work also includes participation as a team member on the Parent Call Cadre and providing staff support for the Iowa Dyslexia Board.
- Maintain professional competency through review of professional research, on-site visitation of programs and continuing education activities. Participate in professional activities of Bureau, Division, Department, and national and state organizations. This work includes regular participation in bureau and division meetings and taking initiative for obtaining current information related to other efforts related to instructional practices at the Department.
Hours:
8:00 a.m. – 4:30 p.m., Monday – Friday with opportunity for hybrid remote work schedule after initial training period; occasional in-state and out-of-state travel
A successful candidate will bring or have the ability and desire to learn:
- In-depth knowledge of multiple structured literacy curricula and the foundational instructional routines that promote instructional fidelity and differentiate explicit, cumulative, systematic literacy instruction from other instructional strategies.
- A deep understanding of the social and emotional impacts of language and literacy failure.
- A deep understanding of the characteristics and correlates of dyslexia and the processes of assessing these traits.
- A deep understanding of the systemic supports and training required to help a district successfully transition general education to explicit, cumulative, systematic literacy instructional approaches.
- Passion for pursuing common goals in pursuit of public service.
- Experience interpreting federal regulations and Iowa's special education rules and procedures to support districts/schools in implementing explicit instruction for students with dyslexia, struggling readers, and students with IEPs.
- Experience synthesizing research and best practice information to support districts/schools in implementing instructional practices aligned to the science of reading that improve outcomes for students with dyslexia and other learning disabilities.
- Experience collaborating with internal and external staff to make decisions about the appropriate role of explicit instruction along a continuum of instructional strategies and practices depending on learner needs.

OTHER REQUIREMENTS:
The consultant shall be highly trained in dyslexia and have field experience in screening, identifying, and treating dyslexia and related disorders.

570 Multi-Tiered Systems of Support (MTSS) Experience
Applicant should demonstrate a minimum of 6 months’ experience, 12 semester hours, or a combination of both in the area of developing and implementing a multi-tiered system of support for school children. This includes experience in all of the following:
- Evidence-Based Curriculum and Instruction shall be provided at the Universal level
- Universal Screening shall be used three times per year
- Evidence-based, instructional interventions at the Targeted and Intensive levels shall be provided to each student who needs them
- Progress Monitoring Data shall be collected and used to guide instruction
- Data-Based Decision Making
203 Instructional Design
6 months’ experience, 12 semester hours, or a combination of both in all of the following:
- Determining the current state and needs of the learner
- Defining the end goal of instruction
- Creating a plan to bridge the gap between the current state of the learner and the end goal of instruction
- Evaluation of this training
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and five years of full-time post-graduate work experience in any one or a combination of the following areas:
a. Professional training, teaching, or counseling experience in an educational setting;
b. Professional administrative experience in an educational setting;
c. Professional personnel administration including such areas as job analysis, performance appraisal systems, selection devices, or labor relations;
d. Professional finance, accounting, or auditing experience including the preparation or analysis of financial statements;
e. Professional experience in a major technical program area utilized by the Iowa Department of Education or Board of Educational Examiners.
2) A combination of a total of five years of post-graduate education and full-time experience (as described in number one), where twenty-four semester hours of accredited post-graduate college or university course work equals one year of full-time experience.
3) Graduation from an accredited college or university with a Master’s degree, possession of a valid Iowa Teaching Certificate, and three academic years of teaching and/or administrative experience in PK-12 and/or a post-secondary educational institution.
4) Possession of a School Business Official Authorization from the Iowa Board of Educational Examiners and seven years of full-time professional experience in finance, accounting, or auditing, including the preparation or analysis of financial statements.
