Overview:
This position works closely with the Supportive Housing Case Managers and Youth Program Coordinator to provide comprehensive services to parents/guardians and their children living in transitional or permanent supportive housing. The Early Childhood Program Coordinator provides programming on site for children from birth through four years old, facilitates parent/guardian groups addressing the needs of children, and refers families to community services. As a member of the service team, the Early Childhood Program Coordinator works in partnership with the Case Managers to provide whole family supportive services and ensures coverage in all youth programming. In addition to other duties, the Early Childhood Program Coordinator provides supervision and direction to the TOTs program staff. The role of the Early Childhood Program Coordinator is to work closely with community agencies to develop positive relationships to include but not limited to: ISD 709 Duluth Public School District, HDC, Northland Foundation, and United Way. This position also works with the Site Director to implement grant-funded activities and complete programming evaluation.
Duties and Responsibilities:
1. Supervise the program staff. This includes the recruitment, hiring, training and supervision of TOT staff.
2. Meet weekly with Youth Program Coordinator to discuss program implantation, behavior modification techniques and coordinate coverage and programming for the TOT and FUSION program.
3. Work daily in the TOT program, at least once a week in the afternoon FUSION program, and provide coverage for the FUSION program as needed.
4. Ensure that the grants associated with early childhood programming are carried out as designated by each grant source.
5. Meet individually with each family as they enter our family supportive housing programs to assess the needs of the birth through age four children.
6. Determine early identification of social/emotional/developmental needs and referrals to appropriate agencies.
7. Complete a social emotional assessment such as the ASQ:SE assessment on all children in the program.
8. Create individual plans for all children in the program with input of parents/guardians.
9. Evaluate progress of all children in the program.
10. Maintain documentation as it relates to the assessments and evaluations.
11. Teach and educate other program staff on behavior modification techniques and options for individual children as needed.
12. Teach problem solving, conflict resolution and social skills to children.
13. Involve children in social change activities relating to their lives.
14. Provide opportunities for children to further their cultural identity.
15. Provide childcare for community and Spirit of Mothering meeting.
16. Maintain regular open communication with parents/guardians.
17. Enter client information into database, and assist with the preparation of data reports.
18. Keep incident/accident reports.
19. Maintain budget as assigned by supervisor.
20. Maintain all receipts and ledgers as required.
21. Report any suspect abuse to supervisor.
22. Attend regular meetings with management and team.
23. Participate in on-site monitoring by funding sources..
Requirements:
Preferred Experience:
Bachelor’s degree in early childhood education with a minimum of one year experience working with low-income and homeless children and families. Experience supervising others is required. This position requires a valid driver’s license and dependable transportation. This person must pass and maintain Minnesota Background Study clearance.

- Ability to maintain confidentiality.
- Understand and be sensitive to the effects of trauma on an individual and its impact on successful residency, including an understanding of homeless populations.
- Skill in understanding and maintaining positive relationships with diverse residents, applicants and co-workers.
- Regular attendance, reliability and punctuality.
- Sensitivity and effectiveness when working with people from diverse backgrounds and with special needs.
Physical Demands:
Must be able to safely navigate stairs, bend, squat, kneel, reach overhead, and occasionally lift up to 50 pounds.
