GENERAL DESCRIPTION: Perform moderately complex (journey-level) budget, accounting, and financial aspects of project management, database management, and administrative work for Infrastructure Operations Division (IOD). Work involves overseeing, coordinating, organizing, and monitoring financial aspects such as operating budgets, including capital project budgets and project tracking. Work is performed under general supervision with limited latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:
1. Work in the Department’s eProcurement system to process procurement transactions for our agency and through Texas Facilities Commission,
upload pertinent documents, monitor for approvals, and enter receiving reports to ensure vendors are paid promptly and accurately.
2. Oversee, coordinate, audit, and organize the accounting and financial documents and purchases for accuracy and to ensure compliance with
acceptable accounting and purchasing procedures, agency policies and procedures, and state and federal statutes.
3. Ensure all procurement paperwork and accounting records from inception is reconciled in conjunction with Finance utilizing financial systems
including the State Comptroller’s Uniform Statewide Accounting System (USAS) to verify and document differences and justifications.
4. Research, analyze, compile, distribute complex reports for other agencies, memoranda, forms and documents and other informational documents
utilizing all available financial systems, software, and other resources.
5. Coordinate with project managers, leasing agents, trades, and facilities employees to process procurement transactions for projects, leases, goods,
and services.
6. Audit, update, file, and ensure accuracy of various paper and electronic documents and accounting records such as funds, expenditures,
appropriations, expenses, revenues, disbursements, and status records; and ensure agency assets are accounted for and advise management.
7. Prepare and review bid/offer specifications and solicitation documents to verify accuracy, terminology, and distribute bid/offer invitations to vendors.
Procure goods and services on the open market and correspond with vendors regarding requirements, delivery, and quality.
8. Maintain systems and controls necessary to provide accurate accounts of expenditures and budget balances for various agency programs by
tracking procurements from requisition through all aspects of contract management and close out.
9. Respond to complex inquiries regarding procurement rules, create internal standard operation procedures for Facilities and administrative
regulations, policies, and procedures, and act as a liaison with the Department.
10. Process all travel paperwork and credit card statements for Facilities employee's by submitting documentation to Finance/Travel and entering the
information into the Facilities Financial database for tracking.
11. Assist with contract monitoring for Facilities
12. Coordinate meetings; and communicate with a wide variety of internal and external customers.
13. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
14. Perform other duties as assigned.
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education – Graduation from an accredited four (4) year college or university with major coursework in office, business, or public management or a related field.
Experience – Three (3) or more years of verifiable work experience in applied business management, accounting, project management, research methodology, purchasing, or business administration to maintain and/or use or interpret complex accounting and budget records involving construction or a major operating function of a medium (1,000 to 5,000 employees) or large (over 5,000 employees) organization of which at least one (1) year must have involved use of a personal computer and word processing, spreadsheet, and database software. Experience with construction project budgets and Maintenance and Facility Management Software preferred.
Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.
Licensure and/or Certification – If driving is required, must possess a valid driver license from state of residence.
Regulatory Knowledge – Thorough working knowledge of general purchasing, accounting, and budgetary methods and procedures with emphasis in construction project budgets. Knowledge of administering programs funded through various bond issuances. Knowledge of basic construction concepts and methodologies. Agency and state rules, regulations, policies and procedures relating to building construction and maintenance. Knowledge of the agency’s organization and the functions and interactive relationships of the various component parts of the organization.
Technology – Proficiency with Microsoft Office, WebEx, USAS, Facilities Connect and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems.

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.
Travel and/or Schedule – Availability for work after-hours, weekends, and emergencies is required. Telecommuting up to 3 days per week. Travel in city up to 1 day per month.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.
A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
