This is a high-level position reporting to and working closely with the Director of Financial Services in managing activities and personnel within the Financial Services Department; perform various, high-level accounting and auditing functions of the Financial Services Department, and assists in the preparation of the annual audits and financial statements. Responsible for professional accountancy, financial and managerial work in developing, organizing, and directing the fiscal activities for the Office of Clerk & Comptroller and Board of County Commissioners.
- Acts as primary support to the Financial Services Director in the administration of the Clerk & Comptroller's Finance Department. Assists in directing and coordinating activities using standard management and accounting principles. Assists in establishing and maintaining departmental and financial objectives and policies.
- Assists with planning, directing, and supervising work of teammates in all functions and activities of the Finance Department. Acts under the authority and responsibility delegated by the Clerk & Comptroller, Chief Administrative Officer, Chief Operations Officer, and Financial Services Director. Supervises and assists teammates in work performance, day-to-day operations, and teammate development. Trains teammates and assists customers, as necessary.
- Assists in developing or updating policies and procedures; establishes departmental objectives and timetables in accordance with organizational objectives, Florida Statutes, generally accepted accounting principles (GAAP), contractual requirements, policies, and other regulations. Assists in the periodic examination and evaluation of finance-related systems and programs; confers with users, IT personnel, supervisors, and Financial Services Director in the development and implementation of programs to improve effectiveness and efficiencies. Establishes Finance Department goals and objectives; evaluates staffing levels and organizational structure for effective work performance and efficient resource allocation; maintains established organizational and finance department productivity standards.
- Prepares or reviews fiscal estimates and reports, or through subordinate teammates, as required. Makes recommendations based on financial analysis of operations.
- Assists in the preparation and management of departmental budget and financial forecasts. Reviews budget requests from division supervisors, revenue projections, and proposals to justify budgetary enhancements.
- Maintains relationships with other government entities, departments, and teammates as desirable or necessary and in conformity with the overall objectives and policies of the Clerk's Office. Provides the necessary liaison and staff support between and among the directors, teammates, public, judiciary, commissioners, and the Clerk.
- Maintains current knowledge of trends and developments in finance for application to programs and functions under charge. Attends seminars and training sessions to keep abreast of current trends and practices in field of expertise; reviews current and revised laws; ensures compliance; recommends new procedures and methods for implementation.
- Monitors coverage requirements on bond indentures; restricts cash as required by applicable resolutions or bond indentures; maintains financial statements and supporting documents for audit and year-end closing. Assists the Finance Department and the Board of County Commissioners (BOCC) in the development, planning, and review of technical and legal aspects of various finance issues in relation to bond capital projects.
- Assists in the preparation of year-end financial statements, including audit schedules and responses to audit comments. Determines appropriate accounting and reporting treatment. Reviews BOCC agenda for items of responsibility; monitors contracts and supporting documents to ensure proper accounting.
- Monitors and reviews the Clerk banking relationships for BOCC public funds accounts; plans and controls the deposit and disbursements of BOCC funds.
- Performs work outside and beyond normal working hours during times of critical deadlines, projects, or other time-sensitive duties.
Verifiable, related work experience may be substituted in lieu of postsecondary educational requirements if a candidate is otherwise qualified for the position. Related work experience may not substitute for any required licensure, certification, or registration required for the position. Substitution of postsecondary educational requirements is authorized as follows:
Master’s Degree in Accounting, Economics, Finance, or related field OR CPA, AND three (3) years of progressively responsible experience in governmental accounting and fiscal management, public accounting, or governmental auditing AND five (5) years supervising/leading teams AND the ability to pass skills tests such as typing, spelling, grammar, and math within one (1) year; OR- Bachelor’s Degree in Accounting, Economics, Finance, or related field and four (4) years of progressively responsible experience in governmental accounting and fiscal management, public accounting, or governmental auditing AND six (6) years supervising/leading teams AND the ability to pass skills tests such as typing, spelling, grammar, and math within one (1) year; OR
- Associate’s Degree in Accounting, Economics, Finance, or related field and five (5) years of progressively responsible experience in governmental accounting and fiscal management, public accounting, or governmental auditing AND seven (7) years supervising/leading teams AND the ability to pass skills tests such as typing, spelling, grammar, and math within one (1) year; OR
- High school diploma AND twelve (12) years of progressively responsible experience in governmental accounting and fiscal management, public accounting, or governmental auditing AND eight (8) years supervising/leading teams AND the ability to pass skills tests such as typing, spelling, grammar, and math within one (1) year.
Skills testing such as typing, spelling, grammar, and math may be required for this position.
A valid driver's license is required.
Complete employment history for at least 10 years is required.- Knowledge and application of governmental financial administration, including budgeting, reporting, taxation, and revenue.
- Knowledge and application of accounting concepts, techniques, and principles.
- Knowledge of federal, state, and local laws, administrative policies and regulations governing governmental finance practices and procedures.
- Knowledge of applicable ordinances and regulations governing financial operations of the County.
- Knowledge of Generally Accepted Accounting Principles (GAAP), Government Accounting Standards Board (GASB) pronouncements, and Governmental Finance Officers Association (GFOA) best practices.
- Knowledge of appropriate Florida State Statutes, regulations, and applicable Florida Department of Financial Services guidelines.
- Knowledge of the Florida Uniform Accounting System and the Certificate of Achievement for Excellence in Financial Reporting (COA) requirements.
- Knowledge of principles of supervision/management and of training and performance evaluation.
- Knowledge of the principles and processes for effective, professional customer service.
- Skills necessary to direct the operations of the Financial Services Division.
- Computer skills for word processing, spreadsheet, database, and accounting software.
- Ability to direct and supervise clerical and professional staff in the performance of accounting functions and for ensuring the accuracy of the work product.
- Ability to remain calm under stressful situations and handle professionally, courteously, and efficiently.
- Ability to comply fully with all federal and state privacy protection laws and regulations.
- Ability to comply with legal advice restrictions for the Office of Clerk & Comptroller.

PHYSICAL AND COGNITIVE DEMANDS
The work is typically sedentary which requires sitting for long periods of times, exerting up to 10 pounds of force occasionally and/or negligible amount of force to lift, carry, push, pull, or otherwise move objects, including the human body.
