DATA ANALYST (Career, Technical, and Adult Education): The Data Analyst reports directly to the Associate Deputy Director for Research and Analytics and has the following responsibilities.
1. Performance - Regular Assignments:
a. Provide Career, Technical, and Adult Education reports, analysis, and dashboards for decision making.
b. Collaborate with staff and use appropriate applications and data to assist in obtaining timely, accurate, and relevant Career, Technical, and Adult Education information.
c. Respond to internal and external Career, Technical, and Adult Education data requests by extracting data from ICCB administrative databases or other relevant data sources to create data outputs, reports, and dashboards. Verify data accuracy and initiate and resolve data quality issues.
d. Create and prepare data extracts and reports as required for Career, Technical, and Adult Education federal, state, and grant reporting. Specifically, federal reporting for the Perkins Act, Workforce Innovation and Opportunity Act, and National Reporting System for Adult Education in the Office of Career, Technical, and Adult Education.
e. Monitor inputs, outputs, and scope of work within the Adult Education System to ensure state and federal reporting collection requirements are met.
f. Maintain up-to-date documentation on all data projects, processes, and reports.
g. Correspond with designated college MIS/information technology and institutional research departments throughout submission review process to ensure the collection of valid, consistent, and reliable unit record data.
h. Assist with noncredit data collection processes and reporting (i.e., courses and programs that do not meet ICCB rules for credit courses, such as those designated for specific employer and professional development).
i. Assist with creation or modification of unit record submission layouts/MIS manual or survey construction.
j. Assist with Illinois Longitudinal Data System efforts as it relates to Career, Technical, and Adult Education.
k. Assist with presentations at meetings and conferences and assist in research/data related workshops, as necessary.
l. Other duties as assigned by the Associate Deputy Director.
2. Liaison:
a. Adult Education, Perkins, and WIOA data and accountability committees
b. Adult Education Data and Information System Illinois (DAISI)
c. WIOA Continuous Improvement Committee Performance Workgroup
d. Northern Illinois Community College Institutional Research Group
e. Central-Southern Illinois Community College Institutional Research Group
f. Illinois Longitudinal Data System and other cross-agency data linkage committees
Minimum Qualifications
1. Bachelor’s degree in an educational or related field with a minimum of two courses in statistics.
2. Two years (24 months) of educational and/or other research experience.
Other Desirable Qualifications:
1. Master’s degree in information technology, mathematics, education, social science, or a closely related field.
2. At least two years’ experience at a state education agency or institution of higher education.
3. Proficiency in computer programming languages including SQL, SAS, and/or Stata as well as Microsoft Excel.
4. Familiarity with survey software such as JotForm.
5. Experience with visual analytics and business intelligence software such as PowerBI.
6. Excellent written and oral communication skills.
