Napa Valley College is seeking a Controller with demonstrated administrative skills to join the Business and Finance Office in providing high quality programs and services to our district, our community, and most importantly, our students. The Business and Finance Office assists and supports departments and employees of the college with their purchasing, accounting, payroll and budget needs as well as students with their fee related and student body related financial activities. The incumbent in this position will be responsible for providing support to department activities with specific responsibility for managing the financial functions of the college, including preparation and monitoring of the budget; providing leadership and training to staff, ensuring that financial records and internal controls are properly maintained; and reviewing compliance with all applicable regulatory requirements. This is a classified-administrative position. The position reports to the Assistant Superintendent/Vice President, Administrative Services.
This is a full-time, 12-months-per-year, classified administrative position. The salary has an appropriate placement on Range 19 of the current Administrative/Confidential salary schedule. Initial salary placement is $8,466 to $9,333/month, with future steps up to $11,911/month. Placement on the salary schedule is commensurate with experience. The college offers a fringe benefit package including medical, dental, vision, disability and life insurance, employee assistance program, and retirement system membership. Assignment includes 20 paid holidays, 22 vacation days, and 12 days sick leave annually.
Essential Functions
- Analyzes financial information for the purpose of identifying potential budget variances, compiling statistical information, developing procedures, and conforming to established financial practices and regulatory requirements.
- Assists auditors for the purpose of providing requested supporting documentation, information on internal processes, and/or coordinating activities in support of the audit process.
- Collaborates with other administrative personnel and/or outside agencies (e.g. district personnel, other district personnel, community organizations, auditors, etc.) for the purpose of implementing and maintaining services and/or programs in accordance with established financial policies, practices, laws and/or regulatory guidelines.
- Compiles statistical and financial data for the purpose of providing third-party reporting; developing budget recommendations; providing financial summaries to other personnel, and/or ensuring compliance with established guidelines.
- Coordinates a wide variety of accounting projects (e.g. database development, annual budgets, grant reports, etc.) for the purpose of providing required guidance and support.
- Develops reporting processes, procedures and internal controls (e.g. fixed asset policy development, state regulations and requirements, etc.) for the purpose of maintaining the efficient flow of financial processes.
- Develops budgets and financial forecasts for the purpose of providing financial guidance and recommendations to other administrative personnel and/or Board Members.
- Implements accounting procedures for the purpose of providing internal financial controls throughout the organization and ensuring compliance with established accounting practices and all applicable regulatory requirements.
- Monitors expenditures against budget and/or a wide variety of account information for the purpose of ensuring the accuracy of reported information, availability of funds, and compliance with established financial guidelines and program policies, practices and regulatory requirements.
- Participates in unit meetings, in-service training, workshops, etc. for the purpose of conveying and/or gathering information required to perform job functions.
- Performs personnel administrative functions (e.g. recruitment, hiring, training, supervising, evaluating, etc.) for the purpose of maintaining adequate staffing, enhancing the productivity of personnel and/or all financial operations.
- Prepares a wide variety of finance-related documents (e.g. reports, operating recommendations, policies, etc.) for the purpose of documenting activities, providing written reference, and/or conveying information.
- Presents a wide variety of financial and reported information (e.g. budget overviews, accounting processes, distribution formulas, etc.) for the purpose of communicating information, gaining feedback and ensuring adherence to established internal controls.
- Provides technical expertise and direction to staff and administration regarding accounting issues and related financial activities for the purpose of conveying pertinent information regarding the organizations financial operations and ensuring compliance with established policies, practices and regulatory requirements.
- Recommends policies, procedures and/or actions on issues that relate to financial operations for the purpose of providing direction and/or making decisions for the district.
- Reconciles fiscal information and account balances for the purpose of verifying accuracy of information, maintaining accurate balances and complying with accounting practices.
- Researches a wide variety of financial and administrative topics for the purpose of providing information and/or recommendations that impact the organization's operations.
- Responds to inquiries from a wide variety of internal and external sources (e.g. staff, insurance companies, government agencies, etc.) for the purpose of providing information, direction and/or appropriate referrals.
Other Functions
Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.
Minimum Qualifications
Skills, Knowledge and Abilities:
SKILLS are required to perform multiple, technical tasks with a need to periodically upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: organizing and communicating information and concepts; operating standard office equipment using pertinent software applications; performing accounting procedures; analyzing a variety of financial and statistical information; planning and managing projects; preparing and maintaining accurate records.
KNOWLEDGE is required to perform advanced math; review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions; and analyze situations to define issues and draw
conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: accounting/bookkeeping principles; public agency accounting; office application and accounting software applications; and concepts of grammar and punctuation.
ABILITY is required to schedule a number of activities, meetings, and/or events; routinely gather, collate, and/or classify data; and use basic, job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing a variety of complex processes; and operate equipment using standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of widely varied types and/or purposes; and utilize job-related equipment. Independent problem solving is required to analyze issues and create action plans. Problem solving with data requires analysis based on organizational objectives; and problem solving with equipment is moderate to significant. Specific ability based competencies required to satisfactorily perform the functions of the job include: working under time constraints; communicating with diverse groups; meeting deadlines and schedules; setting priorities; maintaining confidentiality; working with detailed information; and demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff.

Responsibilities include: working independently under broad organizational guidelines to achieve unit objectives; managing major organizational components; determining the use of funds. Work Environment:
The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally the job requires 70% sitting, 15% walking, and 15% standing. This job is performed in a generally clean and healthy environment.
Experience:
Six (6) years of job related experience within a specialized field with increasing levels of responsibility is required.
Education:
Bachelors degree in Accounting and/or Finance.
Preferred:
Certified Public Accountant (CPA)

- Experience with Ellucian Colleague ERP.
- Five years experience in responsible leadership positions, preferably in a community college setting.
