Position Information


TxDOT's San Antonio District is looking for a Contract Specialist I or II to work out of our Plan Review & Utility Office, located in San Antonio,

The Plan Review & Utility Office is responsible for supporting the District in utility coordination for all aspects of highway projects. We
prepare, execute, and monitor various Utility Agreements and other contract documents associated with utility relocations within the limits of
our highway design and construction projects. This office supports the San Antonio District in all utility related matters. We coordinate
directly with various public and private entities to ensure utilities are accommodated within the TxDOT Right of Way and work to minimize
delays before letting and during the construction phase. In addition, we are responsible for ensuring all utility agreements are executed and
monitored for compliance. Utilities have a statutory right to occupy TxDOT Right of Way. When those utilities are in conflict with a proposed
highway improvement project, we work diligently to ensure they are accommodated or relocated within associated deadlines. This clears the
path to let the construction project as scheduled, which ultimately allows us to meet our Mission of Connecting you with Texas.

Starting Salary Range -
Contract Specialist I (B15): $42,511 - $52,045/yearly;
Contract Specialist II (B17): $47,688 - $58,399/yearly.



This position is for one (1) Contract Specialist I or II depending on business needs and the applicants’ qualifications.

The Texas Department of Transportation reserves the sole right in determining the level of position based on the applicant's work
experience, education, skill level and all other appropriate factors, and based on business needs.

Position Description


Performs contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and/or monitoring contracts. Work requires extensive contact with division and district personnel. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Essential Duties:

Contract Specialist I or II -

  • Assists in developing, writing or revising contracts, amendments, procedures, forms, related documents and provisions.
  • Audits payment invoices for completeness, accuracy and compliance with terms of contract and governmental contracting rules, regulations and procedures.
  • Drives a State vehicle to coordinate, review, process and monitor third party advanced funding agreements and supplemental agreements.
  • Ensures contracts are payable and meet all legal requirements.
  • Maintains, updates and compiles detailed data, reports, summaries, files, records, logs, statistics or specific contracts.
  • Monitors, updates and reconciles accounts and contracts in an automated information management system to include Financial Information Management System (FIMS) and Budget Monitoring System.
  • Prepares financial, statistical graphs and reports.
  • Develops, writes, revises, or prepares contracts, amendments, procedures, forms, related documents and provisions, financial and statistical graphs and reports.
  • Provides technical and administrative support to include reviewing, processing, answers questions, provides assistance and handles complaints and resolution of discrepancies and problems regarding contracts, billing, payment and warrant actions.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Contract Specialist I and II -

Education: Bachelor's Degree in Business Administration, Finance or related field. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Contract Specialist I-

Experience: 1 year in contract administration, administrative support, bookkeeping or accounting. Related graduate level education may be substituted for experience on a year per year basis.

Contract Specialist II -

Experience: 2 years in contract administration, administrative support, bookkeeping or accounting. Related graduate level education may be substituted for experience on a year per year basis.


Contract Specialist I and II -

Licenses and Certifications: Valid driver’s license, at time of application. This position requires driving a state vehicle.
