Title: Construction Inspector

Clearance: Ability to successfully clear background and security checks

Estimated Period: 6 months after award (up to 1,682 hours)

Scope: Reclamation has need for one (1) Construction Inspector (CI) to observe and inspect the process and products of the Construction Contractor (CC) to ensure compliance with plans and specifications, monitor construction contractor safety compliance, communicate with the Reclamation Project Team to inform them of developments in the progress of the work, and document construction project activities through written reports and photographs.

Duties / Responsibilities include, but not limited to the following:

1. CI will be on-site at all times construction contractor is on-site up to 12 hours per day to observe and inspect the activities, process, and products of the construction contractor to ensure compliance with plans and specifications. The CI will control site access and monitor activities regarding the construction contractor. CI will serve as Reclamation’s on-site eyes and ears but has no contractual authority to direct the construction

contractor’s performance of the work unless personal safety or facility safety issues are present.

2. CI shall become familiar with the plans and specifications, contract documents, referenced standards, and approved submittals.

3. CI will document construction contractor activities through construction inspection reports and captioned construction photographs that accurately, concisely, and completely document the construction contractor’s activities per Reclamation’s standard operating procedures (SOPs). CI will measure, compute and document

installed construction quantities (categorized) on a daily basis for construction contractor progress payment purposes. Discussions with construction contractor personnel shall be well documented, as well as any safety issues and resolution of those issues.

4. CI will monitor schedule and report progress to the Construction Contracting Officer’s Representative (CCOR) weekly.

5. CI will assist government personnel with construction survey activities as needed.

6. CI will review contractor’s daily reports, submittals, and test results for accuracy and completeness.

7. CI will conform to the delegation of authority letter.

8. CI will attend quality control meetings for preparatory, initial and follow-up meetings.

9. CI will review approved submittals and monitor contractor’s progress or deviations from approved submittals.

10. CI will communicate project activities often with Reclamation’s CCOR to keep them apprised of construction contractor’s progress and any construction related and/or noncompliance issues that may arise during construction contractor’s performance of the work. Such issues may include, but are not limited to: specifications requirements, testing and inspection results, health and safety infractions, scheduling changes,

substandard materials or workmanship, and unusual or unanticipated problems. Timely communication and written documentation of activities and non-compliance is a requirement. CI will participate in weekly coordination calls between the construction contractor and Reclamation CCOR and construction contract administrators.

11. CI will monitor construction contractor’s safety compliance. Monitor safety of construction contractor work practices and activities for compliance with the construction contract, the construction contractor’s Health and Safety Plan, the Reclamation Safety and Health Standards (RSHS).

12. CI will immediately stop work if unsafe practices are observed.

13. CI must pass Facilities Instructions, Standards, and Techniques (FIST) Volume 1-1 training.

14. CI will attend and document construction contractor safety meetings, and review construction contractor prepared Job Hazard Analyses. Safety meetings shall be documented through a report.

15. CI shall provide a weekly journal report to accompany the CI’s timesheet documenting the CI’s hours of performance, activities, and interactions. The CI shall provide this documentation to the COR on the CI’s employment contract as well as the CCOR.

16. CI shall immediately contact the CCOR and Project Engineer (PE) to notify them of safety issues or if the construction contractor’s work activities are not in compliance with the specifications and drawings for the project. A written report must be completed and submitted within four (4) hours of the event.

17. CI shall keep the COR and CCOR advised of the CI’s performance and travel.

18. CI will provide own laptop, which must include Microsoft office suite, Excel, Word, and Teams and Adobe Professional so they can digitally sign inspection reports.

Qualifications:

  • Experience and demonstrate proficiency in performing applicable and relevant construction inspection within the last five (5) years to ensure compliance with plans and specifications.
  • Knowledge and inspection experience in concrete materials and testing, forming, placement, concrete reinforcement details, and related plan reading.
  • Experience with soil and aggregate properties, testing and related site work methods.
  • Basis knowledge of construction surveying techniques, stake reading, and computation of quantities.
  • General knowledge of Occupational Safety and Health Administration (OSHA) construction safety, including fall protection certification within the last three years. Knowledge of Reclamation Safety and Health Standards (RSHS) as they apply to construction is preferred but not required. The construction inspector shall have training/certifications in the following: Hearing Conservation, Hazard Communication and FIST 1-1 Hazardous Energy Protection (Lock-Out-Tag-Out). Reclamation’s FIST 1-1 (HECP-Hazardous Energy Control Program) training requirements and obtaining a lock will be coordinated with the CCOR before the CI is on-site.
  • CI shall have a current cardiopulmonary resuscitation (CPR) / automated external defibrillator (AED) certification.
  • CI must have American Concrete Institute (ACI) concrete field-testing grade 1 certification and an earthwork materials field testing certification.
  • Proficient computer skills including Microsoft Office (Word, Excel) and email. Ability to communicate proficiently at a standard government document level both orally and inwriting. Proficient use of a camera, framing images, re-naming image files, transferring images, and incorporating photography and captioning into a report.
  • Required mental and physical ability to work the required hours, in ambient weather conditions, and mobilize around construction site, including climbing up to an approximately 40-vertical feet of ladder. CI must follow Reclamation Safety and Health Standards (RSHS) and COVID-19 protocols.
  • Proactive and self-motivated. Performs in a professional, responsible manner. Works independently and as a team member and follows industry standards. Demonstrates proficiency on construction projects at managing time efficiently, working independently, and adhering to schedule (advises the CCOR, but does not direct the construction contractor).

Education and Other Requirements:

  • Provide education information for the past 5 years or most recent beyond high school; including years attended
  • Contractor employee(s) must comply with Reclamation security procedures and security training requirements in accordance with Reclamation Clause WBR 1452.237-80
