The Compliance Officer is highly knowledgeable about governmental financial regulations and laws and directs all aspects of the Compliance Management System (CMS). With oversight by Management and the Board of Directors, the
Compliance Officer crosses departmental lines and is accessible to all staff. The Compliance Officer researches, implements, and manages the areas of banking regulations and laws applicable to the banks loan and deposit activities.
The Compliance Officer acts as a hands-on resource to all functional areas of the bank in developing and implementing new policies and procedures to ensure regulatory obligations are met.
Essential Functions
- Maintain current and extensive knowledge of the laws and regulatory guidelines with which the bank is required to comply;
- Act as an integral part of the team and a resource for all compliance-related matters, including disseminating information and working with each department head to review and train to changes ;
- Track audit and monitoring findings and corrective action to final resolution to prevent reoccurrence;
- Monitor compliance programs that have been put in place to ensure adequacy and continued effectiveness ;
- Carry out internal reviews and audits of the CMS;
- Oversee the dissemination of compliance-related information to bank employees to ensure familiarity with compliance requirements;
- Collect, analyze, and report on relevant statistics;
- Ongoing development and administration of compliance training programs for all employees;
- Work with auditors and examiners during audits and regulatory compliance examinations;
- Participate in training relating to the job and any other training programs as required;
- Comply with bank policies and procedures as well as banking regulations and laws;
- Serve as the primary compliance-related contact for auditors and Examiners, including compiling and reviewing requested items prior to submission;
- Administer all aspects of the CMS, including, but not limited to: o Managing the reporting, presentation, and agenda for the monthly Compliance Committee meetings; o Complete any progress report required by regulators; o Track compliance related findings and ensure corrective action was taken to address each issue; o Complete side by side training with staff if deficiencies are noted; o Work directly with managers to implement regulatory changes to disclosures, processes, etc.; o Update and create working compliance tools for each job function in the Bank; o Complete follow up testing of areas noted in examiner or third-party reviews; o Draft and submit reports regarding follow up testing completed; o Complete annual risk assessments and determine the schedule of internal and external reviews based on risk in conjunction with the Internal Auditor;
- Conduct research to provide a response for all compliance related questions along with preserving back up information used in making decisions; o Oversee and report on customer complaints; Conduct preventive testing of loans, deposits, and other functions to comply with alphabet regulations. External parties complete detective testing and the Compliance Officer is charged with preventing future errors; o Review or create guidelines for branch lobby disclosures for all locations; o Report directly to Board the results of compliance related issues and upcoming changes; o Serve as Safe Act, CRA, or other officer unless assigned to another staff member; o Determine adequacy and scope of compliance review and testing and make recommendation for changes; o Oversee and document any compliance related restitution or corrections; o Review and approve any compliance disclosure updates or changes; o Manage and track required Compliance training of all staff; o Manage and update the Compliance Manual with regulatory changes; o Conduct new employee training covering key Compliance areas; and
- Other duties specific to projects or contributions to the bank's compliance with regulatory obligations.
Competencies
- Demonstrated above average knowledge of consumer compliance laws, regulations and guidance;
- Ability to effectively administer all aspects of a CMS;
- Effective/strong written and verbal communication skills;
- Strong analytical and technical writing skills;
- Ability to research and provide guidance in consumer compliance laws and regulations across all areas of the bank;
- Ability to manage the compliance process and work directly with managers to ensure the Compliance Officer is included in change management;
- Ability to manage long term projects and complete testing of the Bank's system;
- Positive attitude towards administering the Compliance Management System; and
- Proficiency in Adobe Acrobat and the Microsoft 365 suite of products, including Word, Excel, PowerPoint, and
Teams.
Required Education and Experience
- Bachelor's Degree in Finance, Accounting, Law, or Business or experience plus certifications issued from a recognized banking school or association;
- Direct experience in the administration of a bank CMS;
- Five years of direct Compliance experience with the FDIC, OCC, or Federal Reserve in the field of Compliance with the position of Examiner or higher
- Ten Years if working in a non-bank financial institution (credit union, brokerage, etc.); or
- Five to ten years working under a Compliance Officer in the field of Compliance.

- Certified Regulatory Compliance Manager Certification (CRCM)
- Certified Community Bank Compliance Officer Certification (CCBCO)
- Certified Regulatory and Compliance Professional Certification (CRCP)
