The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a highly qualified Clinical Director of Informatics to support the provision of behavioral health, developmental disability, and substance use disorder treatment by ensuring consistent adoption,
enhancement, and utilization of the Electronic Health Record (EHR) system to maximize efficiency, improve healthcare delivery and increase safety across the state facility system. This position will be responsible for developing systemic policies and procedures to support electronic health record
optimization related to adoption, implementation, regulatory compliance, safety, documentation,
training, workflows, and quality expectations including a robust reporting strategy and data analysis. This position will develop data driven initiatives to support change management, enhance engagement, productivity, and service excellence by exploring new technologies or seeking improvements in current EHR functionality and technology; provide guidance for facility EHR Informaticists in the implementation and monitoring of EHR utilization; and develop systemic recommendations to address regulatory survey and audit findings regarding EHR documentation and reporting. This position will oversee and direct an effective EHR Governance process to support evidence-based decision making; ensure internal and external stakeholder collaboration in review of workflow processes and enhancement requests to meet the needs of the facility system in a collegial and consistent manner; and serve as primary point of contact for all clinical enhancement requests from state facilities.

Minimum Qualifications
Selected candidate must have knowledge of hospital/healthcare integrated systems, administrative and clinical processes, and workflows; and a thorough understanding of informatics, data management and statistics. Knowledge of behavioral health, developmental disabilities, dementia, geriatric, child/adolescent, and other vulnerable populations and their needs. Strong interpersonal skills to engage employees and stakeholders in all departments across facilities, DBHDS, and external partners regarding medical documentation, utilization management, risk mitigation, quality standards, and recommendations. Experience leading documentation improvements to support increase revenue generation and compliance through EHR documentation. Ability to facilitate post-implementation change management activities including process mapping of current state workflows, review of standard operating procedures to identify gaps in processes and impacts to the facility system.

Preferred Qualifications
B.S. Degree in health administration, health informatics, computer sciences, nursing, or related field and experience with Joint Commission, Medicare/Medicaid standards, quality assurance, health informatics, hospital organization and operation and medical record requirements. Advanced proficiency in programming languages and electronic medical record software is preferred. Electronic health record oversight for a multi-location healthcare organization is preferred. Experience with Cerner Millennium EHR or equivalent is also preferred.

Special Requirements
Effective July 5, 2022, all Commonwealth of VA State Employees are required to work onsite. However, this position is currently eligible for one (1) telework day a week. Additional days may be considered. Both options are at the discretion of the Supervisor.
