The City of Shoreline is seeking a dynamic and proven leader to serve as our next City Engineer. This position serves a key leadership role within the Public Works Department and oversees the delivery of a $50-70 million capital program, traffic services, development review and construction services. The Public Works Department is a collaborative team focused on improving our service delivery, and workplace. We are looking for a motivated and enthusiastic individual that is committed to public service, continuous improvement, and workforce development.

DEFINITION
To oversee the delivery of City engineering services including development review, capital projects, construction services, and traffic services; to serve as manager for the Engineering Division; to oversee the development and application of a variety of engineering standards, codes and regulations; to oversee and manage the City 6-year capital improvement plan, and to represent engineering issues and practices to the City Council and general public; to coordinate assigned activities with other divisions, departments and outside agencies; and to provide highly responsible and complex administrative support to the Public Works Director.

SUPERVISION RECEIVED AND EXERCISED
Receives administrative direction from the Public Works Director.
Exercises direct supervision over professional staff.

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS
Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:


  • Oversee the delivery of City engineering services including development review, capital projects, traffic and construction service.
  • Provide leadership for the Engineering Division; including direct responsibility for engineering design, capital project delivery, construction management and inspection, traffic services, and development review; establish priorities and provide direction.
  • Provide oversight and direction for the development review process within Public Works; coordinate the process with the Planning & Community Development department; review private development plans and specifications including subdivisions and legal descriptions.
  • Prepare and coordinate the development of the 6-year Capital Improvement Plan including facilitation discussions on priorities, availability of funds, projecting resources for schedules and presenting information to Council for their input and recommendations.
  • Oversee City capital improvement projects for transportation/traffic, surface water, wastewater and facility projects.
  • Oversee the development, preparation and review of engineering studies, project plans and specifications, contracts and cost estimates and forecasts of costs for long-range improvement projects.
  • Prepare and/or authorize a variety of contract documents.
  • Provide professional engineering assistance to developers, the general public and other outside agencies regarding maintenance and repair activities.
  • Respond to citizen complaints relating to public works and engineering activities.
  • Recommend modifications to codes, standards and manuals as necessary.
  • Prepare clear and concise technical reports on various engineering projects.
  • Oversee the administration of grants including federal funds.
  • Represent the Engineering Division at City Council and other public meetings.
  • Evaluate and analyze PWK policies, procedures and workflows and develop or recommend opportunities for revisions and/or improvement.
  • Select, train, motivate and evaluate project engineering personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  • Plan, direct, coordinate and review work plans for assigned staff; assign work activities, projects and programs; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
  • Oversee and participate in the development and administration of the annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.
  • Update existing and establish new manuals, standards, codes and regulations.
  • Serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence.
  • Provide responsible staff assistance to the Public Works Director.
  • Communicate, collaborate, coordinate and build relationships amongst a broad range of staff and external networks of professionals and agencies.
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of engineering.
Marginal Functions :
  • Provide assistance in the development of long-range plans for City facilities.
  • Perform related duties and responsibilities as required.

QUALIFICATIONS

Knowledge of:
Principles and practices of municipal Civil Engineering programs, urban planning, municipal utilities, multi-modal transportation planning, and construction project management.
Fundamentals of civil engineering, advanced mathematics, and physics.
Principles of design, construction, and maintenance of public works projects.
Principles and practices of project management including budget, schedule and management of resources
Federal and State codes and regulations governing civil engineering and public works projects.
Methods, materials and equipment used in public works construction, maintenance and repair.
Principles and practices of government project management.
Principles and practices of leadership and supervision
Principles and practices of local budget preparation and administration.
Principles of business letter writing and report preparation.
Principles of supervision, training and performance evaluation.
Pertinent Federal, State and local laws, codes and regulations.

Ability to:

Oversee and participate in the management of a comprehensive engineering program.
Review private development plans and specifications.

Analyze and develop solutions for Public Works engineering issues.
Inspect engineering work for completeness and proper work methods.
Oversee City capital improvement projects.
Tran and develop staff; provide leadership, counsel, motivation and constructive performance reviews to staff.
Respond to requests and inquiries from the general public.
Prepare clear and concise technical engineering reports.
Interpret and apply Federal, State and local policies, laws and regulations.
Communicate clearly and concisely, both verbally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
Assess and prioritize multiple tasks, projects, and demands.
Operate office equipment including computers and supporting word processing, spreadsheets and engineering plan review.

Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:
Seven years of increasingly responsible civil engineering experience including project management experience.
Three years of supervisory experience
Public sector work experience preferred

Training:
Equivalent to a bachelor's degree from an accredited college or university with major course work in civil engineering or a related field.

License or Certificate
Possession of registration as a Professional Engineer in the State of Washington.

SUPPLEMENTAL INFORMATION

Environmental Conditions:
Office environment; exposure to computer screens, extensive contact with City staff and community; some travel to project sites.

Employees Working Remotely: The City has implemented a remote work policy that will allow staff to work up to three remote days a week. Full-time remote work is not an option. Once hired, employees must reside in the State of Washington.
