City Data Analyst Job at City of Burlington, Vermont
The City Data Analyst is a guiding force behind collecting, analyzing and visualizing City data, with an emphasis on tracking data related to police-related activity, as well as other areas of City operations at the direction of the Director of Planning and in collaboration with the Sr. Policy & Data Analyst. This position helps the City live up to its commitments to open data, transparency and innovation. The analyst is an integral part of a team that uses timely and accurate information to identify best practices, and support the implementation of changes that improve City operations by securing cost savings, efficiencies, crime reductions, or quality of life improvements. The position is at the center of a high-paced work environment with a focus on addressing these conditions through the close, coordinated work of a wide range of stakeholders both internal to the City and in the community. The work of the analyst will provide the energy and direction for these efforts. As a primary analyst and strategic thinker within Vermont’s largest municipality, the work performed will provide an opportunity to ultimately influence the wider responses at the county, state and regional levels.
- Work with City Departments, with a primary area of focus on the police department, as well as community stakeholders at the direction of the Director to determine appropriate data, metrics and measures to be collected over the full range of possibilities.
- Analyze data to understand and communicate patterns in police activity, especially assessing racial disparities in traffic stops, arrests and police incidents where force is used.
- Create regular and reoccurring reports which include effective data visualizations or maps of police and other City data.
- Design and implement data collection instruments, devices and procedures, including extracting information from core City systems.
- Research and analyze complex sets of data; identify and interpret, for example, criminal or City operational activity, patterns, trends and projected future resource needs and allocations.
- Develop statistical data resources and produce maps and other analyses to assist in, for example, proactive and targeted investigations, preventative enforcement and education, identification of theft patterns, trends, and identification of known and repeat offenders.
- Use computer databases, electronic spreadsheets, desktop publishing, word processing, and statistical applications to manipulate, analyze, and present data.
- Produce and distribute analyses and data widely across stakeholders appropriate to the types of data collected or in support of the City’s BTVstat process.
- Interact and communicate with personnel from across the City and the community on sensitive issues, including crime analysis/research issues, and respond to requests for various information and statistical reports.
- Design and maintain publicly available open data that provide transparency of City data, analyses and findings in collaboration with the Sr. Policy and Data Analyst.
- Provide/present analyses and reports to the Mayor, City leadership, the Police Commission, and the City Council for decision-making purposes.
- Advise City departments on data tools, methods and effective visualizations.
- Attend regional and national meetings on issues related to City data management and analysis on topics of interest to the City administration in order to share information on crime series, patterns, new methodologies, and developing tools.
- Attend training and attend/develop regional training/networking.
- Design and implement data analysis internship programs with local institutions of higher learning and direct the work of these interns, in coordination with the Sr. Policy and Data Analyst.
- Support City grant application efforts at the direction of the Director.
Non-Essential Job Functions:

- A master's degree or greater in public policy, public administration, statistics or another relevant field such as criminal justice is highly preferred. A bachelor’s degree in one of these fields and four years or more of relevant experience will be considered. Regardless of degree attainment, coursework or relevant experience in statistics and/or data science beyond an introductory level is required.
- Experience cleaning and interpreting real world data, including finding necessary data and merging datasets across departments or subject areas. Experience with city or state government data a plus.
- Highly skilled in data analysis, using statistical software to programmatically clean, analyze and visualize data. Experience with R preferred. Experience with spatial data analysis is beneficial.
- Experience presenting data analysis results to organizational leadership or the public with multiple stakeholders, data sources and types of data is preferred. Criminal justice or policing environment experience a plus.
- Proficiency in extracting data from databases (i.e. writing queries in SQL or using Microsoft Access).
- Proven ability to condense complex ideas and datasets into simple and effective visuals, reports or dashboards. Comfort with data visualization tools like Tableau or PowerBI.
- Demonstrated expertise in eliciting and managing the collaborative participation of various stakeholders in a data-driven environment.
- Ability to communicate clearly both verbally and through written products is required.
- Regular attendance is necessary and is essential to meeting the expectations of the job functions.
- Ability to understand and comply with City standards, safety rules and personnel policies.
- Ability to coordinate within and across government and community organizations to facilitate collaborative work efforts and constructive problem solving.
- Demonstrated professionalism, tact, and discretion in addressing sensitive, controversial and emotionally charged issues, and the ability to establish and maintain positive and effective working relationships.
- Supports and champions building and sustaining a culture focused on continuous improvement and innovation, and improving the overall quality and effectiveness of governmental services.
- Cooperation with Burlington Police Department to complete a pre-employment background check is required in order to gain access to Police Department networks and data systems that are central to primary job duties.
