Coordinated Care Alliance of New York (CCA/NY) a Management Service Organization is the parent company of two agencies, Advance Care Alliance of NY (ACA/NY) and LIFEPlan CCO NY.
Both ACA/NY and LIFEPlan have been designated as Care Coordination Organizations/Health
Homes (CCOs) by New York State. A CCO is a Health Home dedicated to meeting the needs of people with I/DD by providing comprehensive care management and coordination of services.
Through CCA/NY, the organizations serve a combined 44,000 members throughout 45 counties in NY
State. They share a mission to provide quality services and enhanced advocacy statewide for individuals with Intellectual and/or Developmental Disabilities (I/DD) and their families.
Job Summary
The Chief Information Officer (CIO) supports the Mission of LIFEPlan and ACA/NY by working collaboratively with the Executive Management team to support and facilitate business needs and to support the strategic growth of objectives of the organizations, with information systems and technology. The CIO is responsible for providing strategic and tactical planning, development, evaluation, and coordination of the CCO’s technology and information business function. This includes but is not limited to IT strategy, initiatives, solutions, and activities to support and enhance mission-critical and back-office operations. Position requires an experienced IT thought leader and innovator with exceptional personal initiative, sound judgement and good problem-solving skills.
Essential Functions
Primary Responsibilities:
- Provides pro-active leadership in the development, support and achievement of the organizations’ strategic goals, operational, and work plans. Participates in the corporate strategic planning process and provides vision for how technology can create strategic advantage.
- Ensures the continuous delivery and operation of clinical and administrative information systems.
- Leads the management of multiple information and communication systems and projects including cloud, data, voice, imaging, and office automation.
- Ensures that technology needs of the organization and its partners and families are met with value and satisfaction.
- Creates business value through technology.
Leads the development and implementation of the CCO’s IT strategy, including:
- Developing an ongoing Technology Plan to include expanded capabilities as well as consistent updating/replacement of obsolete equipment and software to ensure the CCO’s systems do not fall to sub-standard levels.
- Identifying opportunities for appropriate and cost-effective investment in new IS systems and resources
- Fostering innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment and management of future IS across the CCO’s
- Supporting efficient and cost-effective CCO operations in all areas
- Development and Management of a Data Analytics Ecosystem.
- Directs the development and management of a data analytics ecosystem. Ensures the supporting data architecture, integrations, and reporting and analytics services are modernized and extensible to transform data into insights that drive business value.
- Oversees overall IT/IS department operations (in all CCO locations) including:
- Budget development and management
- Staffing
- Business support systems, e.g. desktop, telecom, email, internal networks, human resources and financial information systems, vendor management and cyber security
- Data Security
- Provides leadership to ensure governance of approved projects and applications are implemented, and maintained to support the vision, mission, goals, and operations of the institution.
- Leads / direct IT governance and steering committees responsible for delivering on the IT strategic initiatives identified by the business. Collaborates with committee members on development and on-going maintenance of an IT Roadmap that identifies the cadence for delivering on the IT strategic initiatives. Engages executive leadership in vetting new IT project requests and approval of the prioritization and delivery schedule of the project initiatives presented in the IT Roadmap.
- Communicates IT plans, policies and technology trends throughout the organization, including management groups and professional staff.
- Establishes and leads the Project Management Office (PMO). Provides structure and leadership of IT/business projects and programs through the establishment and implementation of a consistent project management methodology, project selection process, standards, training, templates and tools.
- Develops and maintains enterprise and cybersecurity systems architecture, defining standards and protocols for data exchange, communications, software, and interconnection of healthcare network information systems and partners.
- Incorporates enterprise-wide view of appropriate controls and risk management methodologies.
- Ensures IT department is compliant with regulatory and audit requirements.
- Develops and maintains the enterprise-wide disaster recovery and business continuity plans to ensure timely and effective restoration of IT services in the event of a disaster.
- Develops and enforces policy and procedures to ensure the protection of enterprise IT assets and the integrity, availability, and security and privacy of information entrusted to or maintained by the enterprise.
- Develops specific metrics to measure IT performance and seeks opportunities for continuous improvement. Benchmarks, analyzes, reports, and make recommendations for the improvement and growth of technology operations, services, and business systems.
- Continuously evaluates emerging technology, seizes opportunities for digital transformation, and seeks technical innovation to create differentiation of service markets.
- Works with the IT Directors to encourage sound practices for project delivery, technology operations, and help desk.
- Leads activities to develop partnerships with executives and staff to enable knowledge based- decision making on ongoing customer and service delivery programs.
- Promotes highest level of customer service expectations throughout the organization by anticipating and responding to the health information technology needs of IT customers.
- Represents the Information Technology Department as a member of committee and task forces both internal and external. Ensures coverage of operational and technological issues in discussions of new products and services.
- Negotiates all IT acquisition contracts, soliciting involvement and participation of other management team members as appropriate.
- Selects and manages vendors to deploy solutions to cost-effectively support the organization and handle the day-to-day operations.
- Works effectively and collaboratively with leaders in different business units to ensure a comprehensive IT strategy that benefits the entire company.
- Responsibly represents the agency with vendors, investors, business partners, Board members, governing agencies, benefactors, etc., as needed.

Key Duties & Responsibilities for all Leadership/Management Positions:
- Ensures compliance with all pertinent government regulations, and LIFEPlan CCO’s policies, procedures, and operating standards.
- Implements a continuous quality improvement process for department services and administrative functions.
- Assists in the development, implementation and administration of Human Resources policies and programs including compliance with Equal Employment Opportunities and Affirmative Action Programs.

Qualifications:
A. Education:
X Bachelor’s degree in field of Computer Science, Information Systems or related technical discipline.
X Graduate degree (Masters, Doctorate) in field of Computer Science or related technical Discipline preferred.
X Specialized training, license, certification, skills: Advanced or continuing education courses in technology environments, hardware, applications, data analytics, ASP models, etc. is ideal.
B. Experience:
X At least 7 year(s) of related experience, specifically in IT with at least 5 years in a management role with excellent knowledge of complex IT systems.
X 10+ years of Healthcare IT (HIT) or related experience; or equivalent combination of education and experience; with 5+ years of experience in a senior-level IT leadership role.
C. Language/Communication Skills - as a member of the leadership team, must be able to understand and communicate across various departments and skill levels. Must be able to break down complex process in a manner that others can understand and make decisions. Must be able to use all forms of communication mechanisms. Must be able to effectively supervise direct staff and vendors.
D. Math Skills – will be responsible for budgets and vendor contracts. Must be able to understand Pricing schedules and industry standards, review and approve invoices, meet department budgets for equipment, services, staff, etc.; as well as must have the ability to present financial information in a way for others to make sound decisions.
E. Reasoning Ability – must have excellent analytical abilities to size up issues and determine/recommend/take the best course of action.
F. Other Requirements:
- Working Environment: The CIO will be partially remote and partially based in the home office, provide products and services to a large geography, upwards of 2,000 remote and in office workers.
- Must have current NYS driver’s license and ability to travel between CCO sites.
- Physical Demands: The position often requires unpredictable hours and long periods of sitting.
G. Problem Solving: must be able to apply sound reasoning ability to solve problems in ways that are appropriate to LIFEPlan’s culture, mission, and within budgets and deadlines – as well as lead his/her team to do the same.
H. Consequence of Errors: The CIO role is critical for compliance in several areas, as well as staff’s ability to successfully complete their work. Misjudgments, lack of proper supervision, delays in decisions or implementation can have tremendous implications for the CCO’s services, compliance, effectiveness, and budgets.
