Summary

This position is in the Office of the Chief Financial Officer, Finance Branch. The principal objective of the Finance Branch is to provide Agency-wide central accounting and financial management services to the Agency that includes serving as the Accounting Officer.

The incumbent is the lead accountant and Accounting Officer for the Agency with delegated responsibility for planning and administering the financial accounting and disbursing programs for the entire Agency.

Duties

As an ACCOUNTING OFFICER, GS-0510-15, your typical work assignments may include:

  • Directing and coordinating the day-to-day operations of the Agency's automated accounting system and all accounting activities and

processes including those that address the efficiency and economy with which funds are obligated, transferred, controlled and
reported as they relate to payroll, auditing accounts, control and payment, financial reporting and the preparation, certification and
issuance of official documents covering all financial transactions of the Agency.

  • Establishing and maintaining various accounting and reporting systems to provide a basis for measurement of accomplishment of the

Agency's substantive operations to include all basic administrative expenses of the Agency, i.e., salaries and wages, travel,
transportation, supplies, equipment and services.

  • Development of financial information and analysis relative to actual case costs and accomplishments detailed by functional,

geographic and other significant measurement areas that constitute a direct basis for program and budgetary proposals and decisions.

  • Other duties as assigned.

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

The preferred Accounting Officer will have prior experience working as an Accounting Officer or in a similar position in an Accounting Department. They will possess a Certified Public Accountant Certification, a Certified Government Financial Manager Certification and/or a Master's in Business Education with a concentration in accounting. The preferred Accounting Officer should have the ability to maintain account information confidentiality and have excellent communication skills, amazing time management skills as well as the ability to pay attention to detail. The preferred Accounting Officer should also have knowledge of accounting software.

MINIMUM QUALIFICATIONS

To be qualified for this position, applicants must have one year of specialized experience equivalent to the GS-14 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the ACCOUNTING OFFICER-GS-0510-15.

This experience must be fully supported and articulated in your resume to receive consideration.

Specialized experience includes:Preparing financial reports and cross analyzing pre-existing and existing reports to compare findings to determine and report trends; and
Advising others regarding difficult accounting problems and/or financial management issues; and
Supervising or leading staff via administrative and/or human resources management functions such as conducting performance reviews, reviewing/approving leave requests, etc.

Education must be accredited by an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement).
