Budget Analyst - Staff (Two Positions Available) Job at South Florida Water Management District

Experienced professional that applies advanced accounting and financial knowledge to analyze current and past budgets, forecast future budgets, prepare, and justify budget requests, and allocate funds according to spending priorities within the District’s budget.

Facilitates adherence to budget policies and procedures relative to budget development and budget cycle in accordance with strategic goals and objectives of the agency. Provides significant input for developing/revising Budget Bureau standards, procedures, and communication/documentation materials.

Performs breakeven analyses, including capital budgeting and the time-value of money. Analyzes accounting records to determine financial resources required to implement programs and submits recommendations for budget allocations. Recommends approval or disapproval of requests for funds. Serves as advisor to District staff on programs and projects cost analyses and fiscal allocations.

Supports the establishment and maintenance of long- and short-range financial plans that encompass all aspects of financing District operations. Complies with policy and statutory requirements, compilation, and analysis of data, and formulates recommendations. Prepares and communicates budget summary information to senior management. Reviews financial performance throughout the year, analyzes variances, and updates forecasts. Monitors and oversees actual accomplishments to budget projections. Recommends, implements, and monitors action plans to correct significant (plus and minus) budget variances. Reviews operational areas to ensure cost effective, efficient operations and methods; formulates recommendations for changes and/or improvements.

Collaborates in the review of grant applications, awarded grants, and contracts for fiscal and contractual content, in coordination with stakeholders, including project managers, Accounting, Procurement, and senior management. Develops accompanying budgets and coordinates to ensure funds are established appropriately in the District’s financial system. Monitors expenditures to ensure compliance with the District, grantor, and other applicable policies, procedures, rules, and regulations. Assists with grant amendments, spending plans, reporting, invoice review and submittals, and grant close-out.

Incumbent demonstrates advanced knowledge of financial operations and processes from an enterprise perspective. Has extensive knowledge of encumbrance accounting and governmental budgetary procedures; and is skilled in finance and accounting principles, practices, business, and management principles involved in strategic planning and resource allocation. Is also accountable for aiding the development and analysis of business plans for new and expanding programs. Serves as a liaison to organizations and provides accurate budgetary and cost accounting information relative to District programs and projects. Provides direct feedback (with supporting development activities) to less seasoned Budget staff on their technical and communication effectiveness.

Education/Experience Guide:
Bachelor's Degree in Finance, Business Administration or related field and 2+ years’ experience that demonstrates measurable career and technical progression that can be applied to support the Budget Bureau's Annual Work Plan and the District's business plans and strategies. SAP Financial System experience is preferred but not required. Equivalent combination of relevant education and experience may be substituted as appropriate.

Licenses:
Valid State of Florida Driver's License.

Physical Requirements/Working Environment:
Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.

Mostly sedentary in an office environment sitting at a desk and operating a personal computer to produce work products.
