Job Title: Asst. Property Manager
Location: Treasure Island – Maceo May Apartments -55 Cravath Street, S.F., CA 94130
Employment Type: Full-time, Non-exempt
Schedule (workhours): Monday – Friday, 8:00 am – 4:00 pm (flexible), Available for any early or late meetings that maybe required, On-call for emergencies.
Salary Requirements: $60,000
Summary
Swords to Plowshares seeks a full-time, non-exempt live onsite Assistant Property Manager. The Assistant Property Manager will work in tandem with the Property Manager to oversee all aspects of the designated property’s daily operations, ensuring safe and supportive living conditions for residents and a positive work environment for staff. Both the Assistant and Property Manager are responsible for ensuring the building and its operations comply with any funding regulations with an emphasis on those governing the operation of low-income housing tax credit properties. The Assistant Manager maintains an environment of respect and service while ensuring that residents understand the Community Rules and Lease terms. This management position is also responsible for monitoring the physical integrity of the building and working with maintenance staff to address any deficiencies. The Assistant Manager supervises an operations team which will include Program Monitors (Desk Clerks), Janitorial, and Maintenance employees.
This property will house veterans with disabilities that have also experienced homelessness in addition to veteran families.
A key and vital aspect of success in this position will be the Assistant Property Manager’s working relationship with on-site Support Services staff. Support Services staff include Swords to Plowshares employees and those from other agencies including the Dept. of Veteran Affairs who work with residents to help them maintain housing stability. The Assistant Property Manager is a key member of the team that ensures that the property meets its mission of providing permanent exits from homelessness for veterans and families.
This position reports to the Property Manager. This position will be subject to an online criminal background check.

Property Management
- Oversee all aspects of the building’s daily operations, ensuring safe living conditions for residents.
- Monitor the property daily for safety hazards.
- Supervise permanent site Program Monitors to ensure shift coverage.
- Responsible for complying with all guidelines, procedures, and regulations of all applicable regulatory agencies.
- Create and maintain organized and updated resident files and records.
- Maintain the integrity of the Lottery Waiting List in compliance with MOHCD’s procedures.
- Process paperwork for applications, move-in, move-outs, initial/re-certifications in compliance with regulatory agencies’ procedures.
- Addressing and resolving residents’ questions, concerns, and complaints in a timely manner.
- Complete annual and interim re-certifications and perform annual and as needed unit inspections.
- Create and complete all regular reports including monthly vacancy reports, monthly rent collection reports, and maintenance reports.
- Conduct monthly pest control inspections with maintenance and/or Services staff. Follow up with deficiencies and communicate the status update to the team.
- Maintain Pest Control Log and Bed Bug Log.
- Provide on-call response for building emergencies and when front desk coverage cannot be secured.
Tenant Relations
- Orient new residents to the building and policies.
- Ensure fair, consistent and thorough enforcement of all “Community Rules”, policies and procedures.
- Maintain contact with Support Services staff and advocacy groups in the areas of housing retention, tenant safety, and quality of the needs.
- Respond to resident complaints or grievances and provide problem resolution assistance.
- Forward any Reasonable Accommodation requests and Fair Housing complaints in a timely manner to the 504 Coordinator.
- Collect tenant rents and security deposits, deliver receipts to tenants, and coordinate bank deposits.
- Execute and deliver late rent notices and legal notices in accordance with Sword’s housing retention procedures.
- Prepare tenant files for eviction.
Building Safety
- Conduct weekly building and property inspections with the Maintenance Tech.
- Report regularly to supervisor on status of the building, program, staff, and residents.
- Follow the organizations and Property Management policies and procedures, including safe work practices.
Requirements
Education
- Knowledge of affordable housing programs (i.e., HUD, Tax Credit, Section 8, MOH)
- Tax Credit Specialist (TCS), California Certified Residential Manager (CCRM), or other equivalent designations
- Knowledge of landlord-tenant issues and conflict resolution.
- Knowledge of Fair Housing, ADA, and 504 compliance-related issues
Experience
- Five (5) years of experience in residential property management and affordable housing
- Three (3) years experiencing working in a Supportive Housing or other Special Needs Housing environment
- Three (3) years prior supervisory experience
- Ability to interact effectively with government agencies, other service providers, and the community
- Excellent administrative, organizational, and written/verbal communication skills
