Description

The County of Yolo is recruiting to fill three regular, full-time positions in the class of Assessor Clerk-Recorder Specialist at the Assessor/Clerk-Recorder/Elections Office (ACE). One position will be assigned to the Assessor branch and two other positions will be assigned to the Clerk-Recorder branch. The eligible list established as a result of this recruitment will also be utilized to fill future vacancies in both the Clerk-Recorder and Assessor branches. This position will be filled at the Assessor Clerk-Recorder Specialist I or II level depending upon the selected candidate's background and experience.

The salary range for the Assessor Clerk-Recorder Specialist I and II classification levels are as follows:

Assessor Clerk-Recorder Specialist I: $49,088 - $59,654 Annually
Assessor Clerk-Recorder Specialist II: $53,997 - $65,624 Annually

Essential Functions

Employment Standards

Assessor Clerk-Recorder Specialist I
Education: Equivalent to graduation from high school or possession of a valid G.E.D. certificate.

Experience: One year of progressively responsible clerical experience, of which at least 6 months must have included working with assessment records and/or legal documents such as those found in a County Assessor and/or County Clerk-Recorder Office; OR One year of experience performing duties equivalent to that of an Assessor Clerk-Recorder Assistant II in Yolo County service.

Assessor Clerk-Recorder Specialist II
Education: Equivalent to graduation from high school or possession of a valid G.E.D. certificate.

Experience: Two years of progressively responsible clerical experience, of which at least 6 months must have included preparation and maintenance of the assessment tax roll or indexing and archiving of legal documents and records such as those found in a County Assessor and/or County Clerk-Recorder Office; OR One year of experience performing duties equivalent to that of an Assessor Clerk-Recorder Specialist I in Yolo County service.

Knowledge of:

  • Basic accounting principles in the collection, receipt and deposit of money and fees
  • Basic data entry, analysis and retrieval functions of a personal computer
  • Modern office equipment and procedures including use of a variety of software applications
  • Principles and techniques of effective communication
  • Record keeping principles and practices
  • English usage, spelling, grammar, and punctuation
  • Customer service techniques including, but not limited to, courtesy, patience and understanding
  • Modern office methods, equipment and procedures including, but not limited to, reproduction and imaging systems
  • Operations and automated applications of electronic information equipment and systems
  • Basic processes of recording, indexing and retrieving documents and maps related to ownership and assessment of real and personal property
  • Appraisal rules and procedures
  • Basic laws, processes and regulations governing acceptance, retention and indexing of vital statistics, fictitious names and related civil functions
  • Assessment principles and practices including exclusions and exemptions
  • Terminology of real and personal property ownership and legal description including maps, metes and bounds descriptions, and chains of title
  • Mathematics including ability to compute area
Ability to:
  • Understand and explain property descriptions, survey records, deeds and legal documents related to property descriptions or ownership
  • Understand and perform automated property tax assessment functions
  • Understand, track and document ownership and assessment of real and personal property
  • Index and issue vital statistics records and reproduction of documents, maps and other data related thereto
  • Use sound judgment in following and applying appropriate laws, regulations, policies and procedures
  • Operate a computer with word processing, spreadsheet, and database programs for the purpose of entering and retrieving information
  • Communicate effectively both verbally and in writing; prepare and maintain clear, concise and comprehensive records and reports
  • Establish, build and maintain effective and cooperative working relationships with those contacted in the course of work
  • Make complex arithmetical calculations with speed and accuracy
  • Meet critical deadlines
  • Understand and explain applicable laws, codes, rules and regulations as they pertain to applicable area of assignment
  • Make recommendations regarding appropriates services and other resources offered by the Assessor/Clerk-Recorder/Elections office
