General Job Description

Under minimal supervision, while following Horry County policies, procedures and guidelines; assists with development and management of service contracts along with materials management, Capital management and purchasing for several departments within the Horry County Department of Airports. This position reports to the Director of Operations and Airfields, and, the Airfield Maintenance Manager.

Duties for this Position
  • Perform administrative, office-management, and accounting duties for the Airport’s Airfield Maintenance Department, General Aviation Department and Terminal Maintenance Department; with the primary role of managing the day to day clerical functions of the Airfield Maintenance Office. Procure Capital items in accordance with Horry County policies, procedures and guidelines. Obtain quotes and purchase services, materials and equipment utilizing cooperative purchasing protocol. Create and manage contracts and purchase-orders related to maintenance and general aviation. Assist with development and management of service agreements. Review and approve invoices related to Airport service contracts. Catalogue and track fixed assets related to maintenance and general aviation. Manage the disposal of surplus maintenance assets. Manage fuel inventories for fleet vehicles, maintenance equipment and generators. Manage and process Purchasing Card (P-Card) transactions for Maintenance staff members. Utilize government procurement networks, including, but not limited to South Carolina’s cooperative purchasing network; “Division of Procurement Services Network” (DPS) to solicit, and purchase goods and services. Assist departmental managers in the development of annual budgets for the General Aviation Department, Terminal Maintenance Department and the Airfield Maintenance Department. Prepare, RFPs, IFBs, and RFQs related to material acquisition, equipment acquisition and service contracts, for, but not limited to maintenance and general aviation. Evaluate bids, proposals and quotes, for, but not limited to maintenance and general aviation. Communicate effectively with staff and external parties. Responsible for all other duties and tasks assigned by the Director of Airports. Duties, responsibilities and activities may change or new ones may be assigned at any time with or without notice.
  • KNOWLEDGE & ABILITIES: Proficient with “Tyler-MUNIS” or similar “essential enterprise technology” (i.e. web-based government accounting and procurement management software). Strong computer skills. Excellent communication and organizational skills.
  • All other duties assigned in coordination with the position.
Position Minimum Requirements
  • CERTIFIED PUBLIC PROCUREMENT OFFICER (CPPO)-PREFERRED CERTIFIED PROFESSIONAL PUBLIC BUYER (CPPB)-PREFERRED NATIONAL INSTITUTE OF GOVERNMENTAL PURCHASING-CERTIFIED PROCUREMENT PROFESSIONAL (NGIP-CPP)-PREFERRED
  • Must be able to pass the required background check in accordance with working in an Airport. Must be able to pass the pre-employment physical.
  • Bachelor’s Degree in Business Administration or related field, or, four years of accounting and purchasing experience, or any combination-equivalent to meet the four year requirement.
