Director of Administrative Services
(Business Services Deputy Director)

This recruitment is open to the public. This recruitment is being held to establish an open eligible list to fill current and future vacancies within OC Community Resources, Administrative Services. The eligible list established may also be used to fill similar and/or lower-level classifications throughout the County of Orange.

OC COMMUNITY RESOURCES (OCCR)
OC Community Resources is a multi-faceted department comprised of OC Animal Care, OC Community Services, OC Housing & Community Development, OC Parks, and OC Public Libraries.

THE OPPORTUNITY
OC Community Resources is seeking a collaborative, and team-oriented leader to take on this exciting and challenging opportunity as Director of Administrative Services. The incumbent will be a strategic individual with excellent judgment and solid communication skills. This position requires proven leadership in administrative specialties and the ability guide and mentor a dedicated and dynamic group of professionals engaged in the areas of Finance, Procurement, Strategic Operations & Professional Standards and Business Office of the Agency. The incumbent must be willing to make difficult decisions and be a progressive thinker with a vision for taking the organization to the next level. The Director of Administrative Services will act as a problem solver and partner with internal programs to create a positive working environment and enhance efficiencies.

The Director of Administrative Services develops, administers, and evaluates services, programs, large-scale projects, and operations for business services administrative functional areas; plans and evaluates system-wide procedures, policies, strategies, and goals; maintains, updates, and ensures procedural compliance for programs and projects; and plans and implements process improvements. This position also oversees dotted line functions of Human Resources, Accounting, and IT.
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will possess at least five (5)+ years of administrative management experience within a substantially large and complex organization.

In addition to the minimum qualifications, the successful candidate will have exceptional leadership and management skills; demonstrate the ability to manage complex issues; conduct complex financial analysis; collaboratively resolve conflict and achieve time-sensitive results; exhibit excellent verbal and written communication skills; demonstrate proven success in making sound business decisions, working with all levels of staff, and partnering with other government entities, businesses and the public.

Professional | Technical Expertise
  • Applying current cost accounting, regulatory and procedural practices in managing Finance, Budget, and Procurement functions
  • Negotiating effective agreements and providing ongoing management of such agreements
  • Completing specialized and/or leadership training specific to enhancing skills for supervising and/or managing programs
  • Measuring performing against key operational and financial targets/goals
Leadership
  • Leading a high performance, results oriented team to implement organizational goals while balancing competing needs and objectives
  • Evaluating political issues to work collaboratively with government officials, organizational partners and public stakeholders in responding to new challenges
  • Maintaining a high level of integrity and credibility while developing strategies for efficient and effective programs and completing projects in a timely, fiscally responsible, and innovative manner
  • Supervising various levels of managerial, supervisory, technical, and support staff and managing personnel issues
Strategic Planning
  • Planning and leading the execution of challenging projects to ensure that projects are resourced, budgeted, scheduled, planned, and implemented in a timely manner
  • Interpreting and analyzing complex data to identify critical issues
  • Designing and implementing business process improvements and/or policy directions to enhance service delivery, productivity, and use of resources
Effective Communication
  • Presenting complex information verbally and in writing to address operational issues, performance standards, and/or policy and financial analysis
  • Demonstrating customer service and ensuring satisfaction and responsiveness to inquires and/or complaints
  • Actively participating and speaking in group settings at all levels of the organization, including the Executive Management Team and Board of Supervisors

RECRUITMENT PROCESS

Candidates will be interviewed and rated by an oral interview panel of job knowledge experts. Each candidate's rating will be based on responses to a series of questions designed to elicit the candidate's qualifications for the job. Based on the Department's needs, the selection procedures above may be modified. Candidates will be notified of any changes in the selection procedures.

Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
