ADMINISTRATIVE ASSISTANT/PAYROLL CLERK- DEPARTMENT OF PUBLIC WORKS

Definition
Responsible financial work preparing the payroll, processing requisitions and maintaining records for the Department of Public Works; all other related work, as required.

Supervision
Works under the general direction of the Assistant Director of Public Works in accordance with established procedures.

Performs a variety of responsible duties which require considerable attention to detail, accuracy and the exercise of judgment in carrying out operations with guidance and direction from department supervisors.

Work Environment
Performs work under typical office conditions. The volume of work is subject to seasonal and other fluctuations. The employee may be required to respond to weather-related emergencies.

The employee operates standard office equipment.

The employee has contact with department staff and other town departments.

The employee has access to department-related confidential information, including personnel files.

Most errors are easily detected, but could result in delay of service to employees.

Essential Duties and Responsibilities

Prepares weekly department payroll; maintains records of vacation, personal and sick time; maintains all personnel files, time and attendance records; records payroll deductions and changes; provides information to employees.

Prepares notification letters to staff regarding excessive sick time use.

Receives purchase orders and prepares invoices for payment; maintains records of paid invoices; monitors balances of open purchase orders.

Prepares workers’ compensation accident reports and wage reports.

Assists with automated database of all motor equipment.

Assists with inventory control of all parts and purchases.

Enters data pertaining to requisitions for all DPW Divisions ; completes related forms; maintains records of expenditures.

Assists with processing contracts for snow plowing; prepares contract; processes and monitors payments for budget.

Performs similar or related work as directed, required, or as situation dictates.

Recommended Minimum Qualifications

Education and Experience
High school diploma; advanced training in bookkeeping; two years of payroll experience; or an equivalent combination of education and experience.

Knowledge, Ability and Skill
Knowledge of office practices and procedures and department operations. Knowledge of payroll, billing and budgeting procedures.

Ability to organize time and accomplish tasks with accuracy and attention to detail. Ability to record and maintain financial records. Ability to communicate effectively verbally and in writing. Ability to act with tact and discretion.

Excellent computer skills. Customer service skills. Good communication and organizational skills.

Physical Requirements
Minimal physical effort is required to perform duties under typical office conditions. The employee is frequently required to sit, speak, hear and use hands to operate equipment. Vision requirements include the ability to read routine and complex documents and use a computer.
